Ranchi: The Jharkhand Cabinet, chaired by Chief Minister Hemant Soren, has approved 62 proposals covering legislative discussions, healthcare infrastructure, mining policy, urban development, education and public services. A key decision was to convene a two-day special session of the state Legislative Assembly on November 25 and 26 to discuss the ongoing Special Intensive Revision (SIR) of electoral rolls and the amended Mines and Minerals (Development and Regulation) Act, or MMDR Act.
The decision was taken at the Cabinet meeting on October 27. The state government has called for detailed deliberations on the two issues, with the MMDR amendments raising concerns about their implications for Jharkhand’s mineral-related revenue and financial interests. The government has indicated that a resolution will be sent to the Centre following the Assembly’s deliberations.
The Cabinet also approved a series of proposals concerning healthcare facilities, mineral exploration, property transactions, student welfare and infrastructure development across the state.
Special Assembly Session to Discuss SIR and MMDR Act
The proposed session will provide an opportunity for legislators to deliberate on the electoral roll revision exercise and changes to the mining legislation.
Chief Minister Hemant Soren said the issues required detailed discussion in the Assembly.

₹545 Crore for 500-Bed Hospital in Jamshedpur
The Cabinet approved a revised administrative sanction of approximately ₹545.38 crore for constructing a new 500-bed hospital building at MGM Medical College in Jamshedpur.
The project is part of the state’s healthcare infrastructure development programme. The revised approval covers the construction of the proposed hospital building within the medical college campus.
Another major healthcare decision concerns Jharkhand Medico City in Ranchi, for which the Cabinet approved approximately ₹284.17 crore for associated infrastructure.
The proposed Medico City is planned as a 5,000-bed healthcare hub intended to expand specialised medical services. The state government has also identified medical tourism as one of the areas the project aims to support.
The two healthcare allocations are:
- MGM Medical College, Jamshedpur: ₹545.38 crore for a new 500-bed hospital building.
- Jharkhand Medico City, Ranchi: ₹284.17 crore for associated infrastructure.
Universities and Colleges to Establish Health and Well-Being Units
The Cabinet approved the establishment of health and well-being units at state-run universities and colleges.
The proposed units are intended to provide students and institutional staff with access to basic healthcare support, emergency assistance and mental health counselling.
Under the approved framework, participating institutions will be required to earmark 2% of their annual budgets for healthcare facilities. Digital health IDs are also planned for students.
The initiative is intended to establish healthcare support systems within educational institutions, with services covering first aid, emergency response and counselling.
New Mineral Exploration and Block Development Policy Approved
The Cabinet approved the Jharkhand Mineral Exploration and Block Development Policy, 2026, along with amendments under the Jharkhand Mineral Bearing Land Cess Act, 2024.
The policy is intended to establish a framework for the exploration, development and operationalisation of mineral blocks obtained by state entities.
Organisations that may be involved in implementing the framework include:
- Jharkhand Exploration and Mining Corporation Ltd (JEMCL)
- Jharkhand State Mineral Development Corporation Ltd (JSMDCL)
- Other eligible state entities.
The Cabinet’s decisions also concern changes to the mineral-bearing land cess framework. These measures come amid the state government’s concerns over the amended central MMDR legislation and its implications for mineral-related revenue.
Property Transfers in Urban Areas to Attract 10% Surcharge
The Cabinet approved the Jharkhand Municipal Land/Building Transfer Surcharge Rules, 2026, introducing an additional levy on property transfers in municipal and notified urban areas.
Under the rules, the surcharge will be equivalent to 10% of the applicable stamp duty and registration fee on land and building transfers. The revenue generated will be used by urban local bodies for infrastructure and development works.
The measure is intended to provide municipal bodies with an additional source of funding for local development. Property buyers and other parties involved in covered transactions will need to account for the surcharge in addition to the existing stamp duty and registration charges.
Polytechnic Students to Receive Internship Opportunities
The Cabinet also approved internship opportunities for students enrolled in government polytechnic institutions.
Students will be able to undertake internships at government tool rooms located in:
- Ranchi
- Dumka
- Ramgarh
The initiative is aimed at providing students with opportunities for practical exposure at technical facilities. The Cabinet’s decision forms part of a broader set of measures covering education, training and skill development.
CCTV Installation, Probation Service Rules and Other Projects
Several other proposals concerning public administration and infrastructure were also approved during the meeting.
These included:

Cabinet Decisions Cover Governance, Healthcare and Infrastructure
The October 27 meeting brought together decisions on legislative issues, healthcare expansion, mineral development, municipal revenue and student welfare.
The special Assembly session on November 25–26 will provide the state legislature with an opportunity to deliberate on SIR and the amended MMDR Act. Separately, the approved healthcare projects, mineral policy and municipal surcharge rules represent measures affecting public infrastructure, state resources and service delivery.
The implementation of the individual decisions will depend on the applicable administrative procedures, project execution and the subsequent actions of the departments concerned.
