Ranchi: Special Gram Sabhas were organised across 4,423 panchayats in Jharkhand on October 2 under the Centre’s Sabki Yojana, Sabka Vikas campaign, with villagers, elected representatives and women’s self-help groups participating in discussions on local development priorities.
The meetings were held to gather suggestions for preparing Gram Panchayat Development Plans (GPDPs). Participants identified works related to water conservation, drinking water supply, waste management, construction of paved roads, solar streetlights, healthcare and basic education as priorities.
The proposals emerging from the Gram Sabhas are now being compiled at the panchayat level for further administrative and departmental processing.
Proposals to Undergo Multi-Level Review
Officials informed villagers about the Viksit Bharat Gramin Yojana (VBG RAM G) and other government schemes during the meetings.
However, the source clarified that approval at the Gram Sabha level does not by itself authorise implementation of a project. Proposals passed by the Gram Sabhas, including those under VBG RAM G, will require approval through the prescribed government process.

Under the process outlined by the authorities, proposals will first be consolidated at the panchayat level and forwarded to the block office. They will then be reviewed in coordination with the concerned departments before being compiled for consideration at the district level.
At the district level, the proposals will be assessed based on local requirements, available resources and applicable departmental guidelines. The final proposals will subsequently be forwarded to the state government.
About Sabki Yojana, Sabka Vikas
The People’s Plan Campaign, known as Sabki Yojana, Sabka Vikas, was launched in 2018 by the Ministry of Panchayati Raj to promote participatory development planning at the grassroots. Through Gram Sabha meetings, local communities help identify priorities for Panchayat Development Plans covering areas such as water, sanitation, roads, health and education.
