Jammu: The Jammu and Kashmir (J&K) government has appointed Baseer ul Haq Chaudhary, Mission Director of the National Health Mission J&K, as the Enquiry Officer to investigate the July 23 incident at Government Medical College (GMC) Srinagar. The appointment was made following directions from the Ministers for Health and Medical Education, including Sakeena Itoo.
Enquiry Officer Tasked with Thorough Investigation
The order issued by the Health and Medical Education Department mandates Baseer ul Haq Chaudhary to conduct a comprehensive examination of the circumstances surrounding the incident. The investigation will focus on assessing the immediate causes that led to the incident, as well as the sequence of developments that followed.
One of the key aspects of the probe will involve determining the reasons for the closure of Operating Theatres (OTs) at the medical college. The enquiry will assess whether such a closure was avoidable and if it resulted from negligence or failure to adhere to established protocols. It will also seek to fix responsibility on the individual(s) found to have acted in dereliction of duty or contravened operational guidelines.
Improving Grievance Redressal and Institutional Efficiency
The inquiry is expected to recommend concrete measures for strengthening the functioning of GMC Srinagar. This includes proposals to improve internal grievance redressal mechanisms, enhance administrative coordination, and ultimately, ensure the overall efficiency of the institution.
The report from the enquiry officer will be submitted to the J&K government within 15 days of the order’s issuance.
Administrator to Serve as Presenting Officer
In the investigation, Mohammad Ashraf Hakak, the Administrator of Associated Hospitals, GMC Srinagar, has been designated as the Presenting Officer for the case. This appointment ensures the proper presentation of facts during the probe.
