In a major administrative development for Jammu and Kashmir, the long-pending process for induction of 23 officers from the Jammu and Kashmir Administrative Service (JKAS) into the Indian Administrative Service (IAS) has entered its final stage. Official sources said all procedural formalities have now been completed and the final meeting of the selection committee is expected to be held by the end of April.
The inductions are being processed against vacancies for the years 2019 and 2020 and mark the first major movement in nearly four years after the previous induction exercise.
UPSC Constitutes Selection Committee for Final Decision
According to official sources, Union Public Service Commission has nominated one of its members as chairman of the selection committee for Jammu and Kashmir.
The committee will also include three senior officers from the Union Territory administration:
- Chief Secretary
- Additional Chief Secretary
- Administrative Secretary of General Administration Department (GAD)
The committee is expected to meet in Jammu later this month to finalise the induction list.
Sources said the Union Territory administration has already formally referred all 23 vacancies to UPSC.

Vacancies Relate to 2019 and 2020
The present induction exercise covers 23 IAS vacancies identified for the years 2019 and 2020.
This exercise is particularly significant because no fresh induction has taken place since August 2022.
The last major induction took place on August 4, 2022, when 16 JKAS officers were inducted into the IAS after prolonged delay.
Although vacancies had been available after that, the process remained stalled because of legal and service-related complications.
Legal Issues Delayed Process, But Induction Likely to Proceed
Sources said certain legal issues linked to service matters still remain pending, but they are unlikely to halt the current induction.
Officials indicated that these issues have already been communicated to UPSC.
Possible solutions under consideration include:
- Clearing inductions subject to final court outcomes
- Reserving some vacancies pending resolution of petitions
The final position is expected to emerge during the upcoming committee meeting.
1999 Batch Officers Likely to Benefit After 23-Year Wait
Sources said officers likely to be inducted belong largely to the 1999 JKAS batch.
For many of them, this marks the end of an unusually long wait of more than 23 years for elevation to IAS.
Once inducted, they will be allotted the AGMUT cadre.
The delay has often been cited as a major reason behind career stagnation among senior JKAS officers.
What Happened in the Last Induction Exercise
Earlier, on July 8, 2022, as many as 28 JKAS officers were cleared for induction.
However, only 16 officers were eventually inducted on August 4, 2022.
Of the remaining officers:
- Eight had retired
- Two declined induction
- One officer had died
- One case remained in sealed cover
This significantly reduced the final number of inductees despite larger initial clearance.
IAS Induction in J&K Was Stalled for Nearly 12 Years
The induction process for JKAS officers into IAS had remained virtually frozen for nearly 12 years between 2010 and 2022.
The prolonged delay was largely due to:
- Seniority disputes
- Litigation
- Administrative hurdles
- Cadre restructuring after constitutional changes
The 2022 induction partially revived the process, but fresh inductions again slowed until the current move.
Filling Current Vacancies May Open Door for More Promotions
Sources said once the current 23 vacancies are filled, the government will move to identify fresh vacancies for subsequent years.
This is expected to reduce stagnation in the Jammu and Kashmir Administrative Service.
Several officers in middle and senior service levels have long awaited promotion opportunities linked to IAS induction.
Officials believe regular inductions can improve morale and career progression.
Government Wants Annual Induction Process
The administration is now considering making IAS induction a regular annual exercise.
Officials said the goal is to ensure that Jammu and Kashmir follows a predictable promotion cycle similar to other states and Union Territories.
A regular system would reduce litigation and delays while ensuring officers are considered in time.
Inducted Officers Will Join AGMUT Cadre
After induction, officers will become part of the AGMUT Cadre.
This cadre includes postings across multiple states and Union Territories:
- Arunachal Pradesh
- Goa
- Mizoram
- Delhi
- Jammu and Kashmir
- Ladakh
- Andaman and Nicobar Islands
- Chandigarh
- Dadra and Nagar Haveli and Daman and Diu
- Lakshadweep
This means inducted officers may serve beyond Jammu and Kashmir depending on cadre allocation.
Administrative Significance of the Move
The present induction is being seen as a critical administrative correction after years of uncertainty.
It not only affects senior JKAS officers but also influences the overall promotional structure of the Union Territory bureaucracy.
With promotions long delayed, the final UPSC meeting later this month is expected to be closely watched across administrative circles.
