UP Food Department Under Spotlight After High Court’s Contempt Direction

Lucknow: The Allahabad High Court has directed the registration of contempt proceedings against Uttar Pradesh Food and Civil Supplies Department Principal Secretary Ranvir Prasad. The court observed that its earlier directions regarding arbitration proceedings were allegedly not followed within the prescribed timeline.

The case has attracted attention because it involves questions about compliance with judicial orders by senior government officials and the authority of the courts in ensuring that their directions are implemented.

The dispute originated from issues related to the supply of paddy and certain contractual claims. Earlier, a Division Bench of the Allahabad High Court had directed the parties to resolve their claims through arbitration instead of continuing prolonged litigation.

The arbitrator was instructed to decide the matter within four months. According to reports, this order was passed in January 2026. However, the matter later returned to the court after concerns were raised regarding the implementation of those directions.

Why Did The Court Initiate Ranvir Prasad Contempt Proceedings

The High Court noted that the arbitration process did not move forward as directed. According to the court, the Principal Secretary stated that the matter could not be referred to arbitration because certain requirements under government orders had not been fulfilled.

The bench observed that this position appeared inconsistent with the earlier judicial directions. The judges remarked that once a competent court has issued an order, administrative decisions cannot override it. As a result, the court directed that contempt proceedings be initiated against the principal secretary for alleged non-compliance of judicial orders.

Ranvir Prasad Contempt Proceedings: What Did The Court Observe

The bench of Justice J.J. Munir and Justice Indrajeet Shukla expressed concern over the situation. The court observed that if an official is aware of a judicial order but still acts in a manner that prevents its implementation, such conduct may amount to contempt of court.

The judges further emphasized a well-established legal principle that administrative orders cannot invalidate or bypass a court’s directions.
