The Karnataka government has transferred Ms. D Roopa Moudgil, 2000-batch IPS officer, days after Ms. Vartika Katiyar, 2010-batch IPS officer, accused her of orchestrating the “planting” of files in her office last year. Ms. Roopa, who was serving as the Inspector General of Police (IGP) at the Internal Security Division (ISD), has now been appointed as the Managing Director of Karnataka Silk Marketing Board Limited, a position previously held by IAS officer Mr. Chandrashekar N.

Earlier on Monday, the government had also transferred Ms. Katiyar to the Civil Defence Department. These developments follow Ms. Katiyar’s complaint to Karnataka Chief Secretary Ms. Shalini Rajneesh (1989-batch IAS officer) on February 20, which was leaked to the media on March 2.
In her complaint, Ms. Katiyar alleged that two junior police officers—Head Constable Mr. Manjunath T.S. and Home Guard Mr. Mallikarjuna—acted under Ms. Roopa’s direction to plant files in her office on September 6, 2024. She claimed that Mr. Mallikarjuna obtained her office keys from the control room sentry, after which Mr. Manjunath entered her office, placed the files, took a picture, and sent it to Ms. Roopa via WhatsApp.
At the time of the alleged incident, Ms. Roopa was the IGP of ISD, while Ms. Katiyar was serving as the Deputy Inspector General of Police (DIGP), reporting to Ms. Roopa.
