In a move aimed at supporting senior bureaucrats facing intense work pressure, the Government of Kerala has introduced a new financial benefit titled “Kerala AIS Allowance” for officers belonging to the All India Services serving in the state cadre.
The allowance will benefit officers from the Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Forest Service (IFS). The new scheme comes into effect from March 1, 2026, following a representation by IAS officers highlighting the increasing workload and the need for additional domestic support.
Background: Earlier Allowance Introduced in 2013
The Kerala government had earlier sanctioned an allowance for All India Services officers in 2013.
The allowance was meant to help officers manage expenses such as:
• Engaging an office assistant
• Fuel expenses for personal vehicles used for official work
• Electricity and water bills
The financial assistance was graded according to the rank of the officers.
Allowance Revised in 2019 Due to Rising Costs
In 2019, the government revised the rates considering the increase in living and operational expenses.
Under the revised structure:
• Junior Scale AIS officers received about ₹2,900 per month
• The allowance increased with seniority
• Chief Secretary-level officers received up to ₹11,400 per month
However, over time officers felt that the allowance had become insufficient.
IAS Officers Raise Concerns in 2024
In 2024, IAS officers in Kerala submitted a formal representation to the state government stating that the existing allowance was no longer adequate to meet their functional and domestic requirements.
The officers highlighted that:
• They often hold multiple administrative charges
• Their duties extend round the clock (24/7) in the modern digital governance environment
• Heavy workloads leave them with little time to manage domestic arrangements
They also pointed out that the lack of adequate domestic support creates difficulties, particularly for officers with dependent children and family responsibilities.
To address the issue, the officers proposed a daily wage allowance linked to the government’s notified minimum wage rates, which could be claimed through self-certification.
Chief Secretary Issues Order for New Scheme
Acting on the representation, A Jayathilak, the Chief Secretary of Kerala, issued an order introducing the new Kerala AIS Allowance scheme.
The allowance is designed to help officers hire domestic support staff, whose wages will be linked to the minimum daily wage notified by the state government.
Allowance Structure Under the New Scheme
Under the new system:
Officers Eligible for Two Staff Members
AIS officers of the rank of Principal Secretary and above will be eligible for the wages of two daily wage staff.
This includes officers such as:
• Principal Secretary (IAS)
• Additional Director General of Police (IPS)
• Additional Principal Chief Conservator of Forests (IFS)
These officers will receive ₹38,340 per month as allowance.
Officers Eligible for One Staff Member
AIS officers up to the level of Secretary (Pay Matrix Level 14) will be eligible for one daily wage staff member.
They will receive ₹19,170 per month as allowance.
Allowance Linked to Minimum Wage Rate
The government has also clarified that the Kerala AIS allowance will automatically be revised whenever the state revises its minimum daily wage rates.
This ensures that the financial support remains aligned with the actual cost of hiring domestic help.
Conditions for Claiming the Allowance
The government order also lays down certain conditions:
• Officers must submit a self-certification stating that no domestic staff is provided by the government or borrowing agencies at their residence.
• The allowance cannot be claimed if staff are already provided at government expense.
Additionally, AIS officers under suspension or those absent without authorization will not be eligible for the allowance.
A Move to Support Bureaucrats Handling Intensive Workloads
The introduction of the Kerala AIS allowance reflects the government’s recognition of the intensive and round-the-clock responsibilities handled by senior bureaucrats.
By linking the allowance to minimum wage rates and allowing officers to claim support for domestic help, the state government aims to reduce the personal and logistical burden faced by officers managing demanding administrative roles.
