New Delhi: Sangram Kumar Mishra, Deputy General Manager at Engineers India Limited (EIL), has been recommended by the Public Enterprises Selection Board (PESB) to become the next Chairman and Managing Director (CMD) of Hindustan Organic Chemicals Limited (HOCL), a central public sector enterprise under the Department of Fertilizers.
The PESB panel conducted interviews on July 16, 2025, assessing seven candidates from various public sector undertakings. The shortlist included three candidates from Steel Authority of India Limited (SAIL), and one candidate each from EIL, HOCL, Rashtriya Ispat Nigam Limited (RINL), and Hindustan Petroleum Corporation Limited (HPCL). After rigorous scrutiny, Mishra’s name was recommended based on his technical expertise, leadership qualities, and track record of managing complex projects in the energy and chemical sectors.

As CMD of HOCL, Mishra will hold the highest executive position in the corporation, responsible for driving operational efficiency, financial sustainability, and strategic growth. He will report to the Board of Directors and will be accountable to the Government of India for achieving corporate objectives, enhancing production capacities, and strengthening the company’s market position.
HOCL is a critical PSU in India’s chemical industry, specializing in the manufacture of essential organic chemicals and intermediates for the fertilizer, pharmaceutical, and dye industries. The company has been focusing on modernizing its production facilities and expanding its product portfolio to meet rising domestic demand and global standards.
Mishra’s appointment is expected to usher in a new phase of growth and innovation for HOCL, leveraging his extensive experience at EIL, a leading engineering consultancy and project management company serving the energy and infrastructure sectors.
The final appointment will be made by the Appointments Committee of the Cabinet (ACC), following standard government procedures.
