Key Changes Across Agriculture, Power and Planning Departments
Indian Masterminds Stories

Mumbai: The Maharashtra government on Tuesday ordered the transfer of 11 Indian Administrative Service officers in a fresh round of administrative reshuffle, continuing its recent push to streamline governance and improve departmental efficiency across the state.

The latest exercise comes just days after the transfer of 25 IAS officers, including several district collectors, signalling an ongoing effort by the state administration to recalibrate key departments and institutions.

The fresh postings affect major administrative centres including Mumbai, Pune, Nashik, Kalyan, and Jalgaon.

Agriculture Sector Sees Key Leadership Changes

Among the most notable appointments, 2005 batch IAS officer Rahul Ranjan Mahiwal has been posted as Member Secretary of the Maharashtra Council of Agricultural Education and Research in Pune.

He was earlier serving as Managing Director of the Maharashtra State Farming Corporation.

In a corresponding move, 2009 batch IAS officer Ruchesh Jaivanshi has been appointed the new Managing Director of the same corporation.

Officials say these changes are expected to influence agricultural institutional coordination and project execution in the state.

Nanaji Deshmukh Agriculture Project Gets New Director

2019 batch IAS officer Minal Karanwal, who was serving as Chief Executive Officer of Zilla Parishad Jalgaon, has been appointed Project Director of the Nanaji Deshmukh Krishi Sanjivanee Project.

The project is considered one of Maharashtra’s major climate-resilient agriculture initiatives and focuses on improving farm sustainability in vulnerable regions.

Urban Administration Changes in Nashik and Jalgaon

The reshuffle also affects urban governance.

2022 batch IAS officer Amit Ranjan, previously posted as Project Officer, ITDP, Pandharkawada and Assistant Collector, Kelapur subdivision in Yavatmal, has been appointed Additional Municipal Commissioner of the Nashik Municipal Corporation in Nashik.

Meanwhile, 2021 batch IAS Karishma Nair, who earlier served as Additional Municipal Commissioner in Nashik, has been shifted as Chief Executive Officer of Zilla Parishad Jalgaon.

Power Sector Posting in MAHADISCOM

In the power sector, Kanhuraj Bagate has been posted as Joint Managing Director of Maharashtra State Electricity Distribution Company Limited in Kalyan.

The position is considered significant because MAHADISCOM handles one of India’s largest electricity distribution networks.

At the same time, Dilip Jagdale, who was serving in the same organisation, has been shifted as Joint Secretary in the Water Supply and Sanitation Department.

Maharashtra Sadan in Delhi Gets New Special Resident Commissioner

Shweta Singhal has been appointed Special Resident Commissioner at Maharashtra Sadan in New Delhi.

This posting places her in a key liaison role between the state government and central institutions.

Planning Department and Policy Roles Reassigned

Geetanjali Baviskar, who was Chief Executive Officer of the Maharashtra State Khadi Village Industries Board, has been transferred as Joint Secretary in the Planning Department at Mantralaya.

This move is seen as strengthening policy coordination at the state secretariat level.

Child Rights and Khadi Board Assignments

In the social sector, Laxman Raut, earlier Secretary of the Maharashtra State Commission for Protection of Child Rights, has been appointed Chief Executive Officer of the Maharashtra State Khadi Village Industries Board.

Replacing him, Pankaj Deore has been posted as Secretary of the Child Rights Commission.

Administrative Recalibration Continues in Maharashtra

Officials said the transfers are part of routine governance adjustments aimed at:

  • improving departmental efficiency
  • accelerating project implementation
  • strengthening field administration
  • improving policy execution

The reshuffle suggests the state may continue further postings in coming weeks.
