Mumbai: The Maharashtra government on Thursday promoted four senior IAS officers of the 1995 batch to the prestigious rank of Additional Chief Secretary (ACS), recognizing their leadership and administrative contributions across key departments.

The officers promoted are:

  • Ashwini Bhide
  • K H Govinda Raj
  • Vikaschandra Rastogi
  • Radhika Rastogi

The state’s General Administration Department confirmed the elevation via an official notification.

Current Positions and Departmental Roles

The promoted officers currently hold significant responsibilities within the state administration and will continue in their respective roles post-promotion:

  • Ashwini Bhide is presently the Principal Secretary in the Chief Minister’s Office (CMO) and Managing Director of Mumbai Metro Rail Corporation, a pivotal position in the city’s infrastructure development.
  • K H Govinda Raj serves as the Principal Secretary in the Urban Development Department, overseeing urban policy and governance reforms across the state.
  • Vikaschandra Rastogi holds the post of Principal Secretary for Agriculture, managing state agricultural schemes and farmer welfare initiatives.
  • Radhika Rastogi is Principal Secretary in the Home Department (Appeals and Security), involved in critical internal security and administrative appeals.

No Change in Posting, Only Upgradation of Rank

As per the government’s directive, while the officers have been promoted to the ACS rank, they will continue in their existing departments, bringing seniority and additional administrative authority to their current portfolios.

This promotion aligns with the government’s efforts to acknowledge experienced bureaucrats and strengthen administrative leadership at the top levels.
