Srinagar: In a significant move to revamp the administrative setup, the Jammu and Kashmir Government on Tuesday announced the transfer and posting of 14 IAS and JKAS officers with immediate effect. The reshuffle, approved by the Lieutenant Governor, aims to streamline governance and enhance efficiency across various departments and districts.
Key IAS Appointments and Transfers
As per Government Order No. 1037-JK(GAD) of 2025, the following major IAS-level changes have been made:
Naveen S L (IAS, AGMUT: 2012)
- Transferred from Secretary, Transport Department to Secretary, Civil Aviation Department. He will also hold the additional charge of Commissioner, Civil Aviation, relieving Dr. Shahid Iqbal Choudhary.
Avny Lavasa (IAS, AGMUT: 2013)
- Appointed as Secretary, Transport Department, after being in the waiting list for posting.
Anshul Garg (IAS, AGMUT: 2013)
- Currently CEO of Shri Mata Vaishno Devi Shrine Board, appointed as the new Divisional Commissioner, Kashmir.
Vikas Kundal (IAS, AGMUT: 2013)
- Transferred from Deputy Commissioner, Poonch to become Chairman, J&K Services Selection Board (JKSSB).
Gurpal Singh (IAS, AGMUT: 2014)
- From Director, Social Welfare, Jammu to Managing Director, Jammu Power Distribution Corporation Limited (JPDCL).
Sachin Kumar Vaishya (IAS, AGMUT: 2015)
- From Deputy Commissioner, Jammu to CEO, Shri Mata Vaishno Devi Shrine Board, replacing Anshul Garg.
Anil Banka (IAS, AGMUT: 2015)
- Awaiting posting, now appointed Special Secretary, Finance Department.
Shrikant Balasaheb Suse (IAS, AGMUT: 2016)
- MD, JPDCL, transferred as Deputy Commissioner, Kupwara.
Rakesh Minhas (IAS, AGMUT: 2016)
- Deputy Commissioner, Kathua now posted as Deputy Commissioner, Jammu.
Ayushi Sudan (IAS, AGMUT: 2017)
- Deputy Commissioner, Kupwara now posted as Deputy Commissioner, Samba.
JKAS Officers Shifted
- Among JKAS officers, the following transfers were made:
Manzoor Ahmad Qadri
- Removed from post of Deputy Commissioner, Bandipora, and will await further adjustment.
Indu Kanwal, JKAS
- Previously Chairperson, JKSSB, now appointed Deputy Commissioner, Bandipora.
Ashok Kumar Sharma, JKAS
- From Special Secretary, Labour and Employment Department to Deputy Commissioner, Poonch.
Rajesh Sharma, JKAS
- From Deputy Commissioner, Samba to Deputy Commissioner, Kathua.
Purpose and Impact
This large-scale reshuffle is seen as a strategic move by the J&K Government to bring in administrative dynamism across key regions, especially ahead of major developmental and public service initiatives. The redistribution of responsibilities is also aimed at leveraging the strengths and experience of officers for better public service delivery.
