Jammu & Kashmir – In a focused administrative move to drive governance in key sectors, the Jammu & Kashmir administration has realigned roles for three AGMUT cadre IAS officers and the Centre has approved a deputation extension for a Bihar cadre officer. Each appointment reflects targeted policy thrusts in health, social welfare, youth engagement, and national commerce.
Administrative Expansion for Ananth Dwivedi
Ananth Dwivedi, a 2021-batch IAS officer of the AGMUT cadre, who currently serves as the Chief Executive Officer of the State Health Agency in Jammu and Kashmir, has been given two key additional roles. He has been appointed as Additional Secretary to the Government in the Revenue Department and Mission Director for the Ayushman Bharat Digital Health Mission. The additions signify an administrative convergence between health governance and revenue strategy, reinforcing J&K’s focus on integrated public service delivery.
Sarmad Hafeez shifts from youth engagement to social welfare leadership
Sarmad Hafeez, a 2009-batch IAS officer of the AGMUT cadre, has been transferred from his current role as Commissioner/Secretary of the Youth Services and Sports Department. He will now take charge as Commissioner/Secretary to the Government, Social Welfare Department. Recognized for his people-centric governance and administrative experience, Hafeez is expected to provide a strong push to welfare schemes and inclusive policy implementation across the Union Territory.

Youth Services & Sports Now Under Yasha Mudgal
Yasha Mudgal, a 2007-batch IAS officer of the AGMUT cadre, has taken over as the new Commissioner/Secretary to the Government, Youth Services and Sports Department. She replaces Sarmad Hafeez in this role. Known for her dynamic leadership across tourism, industrial development, and social sectors, Mudgal’s appointment signals a renewed emphasis on youth engagement and development through structured programs.
Saket Kumar gets two-year extension in Centre’s commerce mission
Saket Kumar, a 2009-batch IAS officer of the Bihar cadre, has been granted a two-year extension in his central deputation. Currently serving as Joint Secretary in the Department of Commerce, his tenure has been marked by strategic inputs in trade policy and facilitation. The extension underscores the Centre’s confidence in his continued contributions at a critical juncture for India’s foreign trade and export competitiveness.
