Imphal, Manipur: Chief Minister Y. Khemchand on Friday met representatives of the Alternative Learning Systems (ALS) IAS Coaching and officials from the Department of University & Higher Education, Government of Manipur to review plans for supporting IAS and other civil services aspirants across the state.
The meeting, held at the Chief Minister’s Secretariat, focused on initiatives to provide structured coaching and financial support to deserving candidates preparing for competitive examinations.
UPSC Mains Centre in Imphal to Boost Accessibility
The discussions follow the Union government’s recent decision to open a UPSC Mains examination centre in Imphal from 2026, aimed at making civil services examinations more accessible to candidates from the northeastern region.
Taking to X (formerly Twitter), CM Khemchand stated that the ALS coaching team and Higher Education officials met him to convey congratulations. He emphasized the state government’s commitment to empowering Manipur’s youth through inclusive and quality education.
Scholarships and Support for Aspirants
Officials highlighted that around 400 candidates preparing for UPSC, MPSC, and other central competitive examinations will benefit from full scholarships under a joint sponsorship programme with the Manipur government.
Eligibility:
- Permanent residents of Manipur
- Minimum age of 20 years
Breakdown of Support:
- 200 aspirants will receive scholarships under the joint sponsorship programme with the state government
- ALS IAS Delhi will select another 200 candidates under a 75% fee waiver scheme
Last year, the initiative reportedly offered scholarship support worth ₹4 crore, helping create access to quality civil services coaching and structured guidance.

The programme seeks to:
- Provide access to structured UPSC coaching for capable youth in Manipur
- Create pathways for aspirants to prepare effectively for civil services examinations
- Encourage inclusive education and skill development in the state
The CM reiterated that the government remains committed to supporting the youth, ensuring equitable opportunities for those aspiring to join the Indian Administrative Service and other central services.
