New Delhi: The Union Public Service Commission (UPSC) has unveiled comprehensive reforms in the Civil Services Examination (CSE) 2026 notification, aimed at improving transparency, enhancing security, simplifying the application process, and enforcing stricter eligibility norms. Candidates are advised to carefully follow the updated guidelines to avoid rejection of applications. The last date for online application submission is February 24, 2026, at 6:00 PM.

Four-Stage Online Application System Introduced

UPSC has revamped its application portal into a four-module system to streamline registration and exam management:

Account Creation – Candidates must register using a valid email ID and mobile number.

Universal Registration Number (URN) – A permanent ID generated once and valid for life, eliminating the need to re-register for future exams.

Common Application Form (CAF) – Stores personal, educational, and category details for all UPSC examinations.

Examination-Specific Module – Includes exam centre selection, fee payment, service preference, and optional subject selection.

The URN system ensures long-term convenience for aspirants appearing in multiple UPSC exams.

Mandatory Live Photo and Signature Requirements

UPSC has introduced live photo capture along with uploading a recent passport-size photograph. Any mismatch or unclear image may lead to application rejection.

Candidates must also upload scanned signatures made three times on white paper using black ink. Blurred or incorrect signatures may invalidate applications.

Aadhaar Verification and Face Authentication

While Aadhaar verification is not mandatory, UPSC strongly encourages it for faster authentication. Other accepted IDs include Voter ID, PAN, Passport, and Driving Licence.

For 2026, mandatory face authentication at exam centres will be conducted, along with document verification and enhanced security checks to prevent impersonation.

Correction Window and URN Update Facility

  • A three-day correction window will open after February 24, 2026.
  • Changes in the URN profile are allowed only once and will apply only to future exams.
  • Submitted applications cannot be modified during this period.

Fully Online Admit Card System

  • UPSC has moved to a fully digital e-Admit Card system.
  • Candidates must download and print their admit cards from the official UPSC website.
  • No physical admit cards will be sent.

Updated Eligibility and Service Rules

  • Candidates already serving in IAS or IFS are ineligible for CSE 2026.
  • IPS officers cannot reappear for IPS.
  • A one-time improvement attempt is allowed for IPS and Group ‘A’ service candidates under specified conditions.
  • Representation window for question papers reduced from 7 days to 5 days.

PwBD candidates can opt for centres even after capacity is reached, following a first-apply-first-allot rule.

Revised OBC and EWS Certificate Guidelines

OBC (Non-Creamy Layer) certificates must be based on income for FY 2022-23, 2023-24, and 2024-25, issued after 1 April 2025.

EWS certificates must be issued based on FY 2024-25 income and assets, no later than the application closing date.

  • Mandatory Post-Result Logins
  • Candidates must log in within 10 days after Prelims results and within 15 days after Mains results.
  • Failure to comply may lead to disqualification.
  • Service Preference Change Window

UPSC will allow candidates to revise service preferences after the declaration of CSE Mains 2026 results, providing flexibility for informed decision-making.
