Uttarakhand CM Pushkar Singh Dhami has ordered time-bound action on pending urban projects, including roads, beautification, housing, city parks and illegal construction monitoring.
Indian Masterminds Stories

Dehradun: Uttarakhand Chief Minister Pushkar Singh Dhami has directed all development authorities under the Housing Department to speed up pending projects and set clear deadlines for every task. During a review meeting at the Chief Minister’s residence, he said unnecessary delays in development works would not be accepted and officials must be held accountable.

Pending Projects to Be Fast-Tracked

CM Dhami directed officials to review the current status of long-pending master plans and other projects and set specific completion timelines. He stressed that every pending task must have a clear deadline and responsibility should be fixed on the concerned officer.

He also said development plans should not remain limited to government files. Their impact should be visible on the ground and should improve facilities for residents.

The directions cover master plans, civic amenities, beautification, parking, housing schemes and action against illegal construction.

October 15 Deadline for Beautification

The Chief Minister has prioritised beautification in urban areas and directed all development authorities to start beautification works from this month.

He said the design and quality of these works should be attractive and effective, similar to the beautification carried out during the G20 Summit. All beautification works have been given a deadline of October 15.

Dhami further directed officials to arrange additional funds wherever required. However, he made it clear that shortage of funds would not be accepted as a reason for delaying development works.

Roads to Improve Within 15 Days

The condition of roads under development authorities was also reviewed. Officials have been asked to survey all roads within their jurisdiction and assess their condition.

Roads requiring repairs must be taken up on priority, with the Chief Minister directing that all roads under the development authorities be brought into better condition within the next 15 days.

He also ordered regular monitoring of road repair and improvement work and warned that negligence would not be tolerated.

PMAY Beneficiary Data Within 15 Days

CM Dhami also reviewed the progress of the Pradhan Mantri Awas Yojana (PMAY). He directed officials to prepare a detailed list of SC, ST and BPL families in all districts who have received benefits under the scheme so far.

The list must be submitted to the Chief Minister’s Office within 15 days. Dhami stressed that housing benefits should reach genuinely eligible families and that implementation of the scheme should be reviewed regularly.

City Parks and Pink Toilets

The Chief Minister directed that city parks be developed in all cities. Each park should have regular toilets as well as pink toilets.

Pink toilets should also be developed wherever required in urban, semi-urban and rural areas. Officials have been asked to achieve around 70% of the target by the next review meeting.

Dhami said public facilities should be planned while keeping the needs of women, children, senior citizens and persons with disabilities in mind.

Online Building Approval to Be Strengthened

To make building approvals easier for citizens, Dhami directed officials to integrate the online map approval system with all district-level development authorities.

He said the building map approval process should be transparent, simple and time-bound, reducing unnecessary visits to government offices and making the process easier through digital platforms.

Technology-Based Action Against Illegal Construction

Illegal construction was another major focus of the review. CM Dhami directed authorities not to wait until construction is completed before taking action.

Instead, illegal construction should be identified at an early stage using modern technology. He directed officials to develop monitoring systems using GIS, satellite imagery and drones for effective surveillance.

The directions aim to improve accountability and speed up urban development across Uttarakhand, while ensuring that infrastructure and public facilities deliver visible benefits to residents.
