New Delhi: The Department of Posts has announced a senior-level reshuffle, with 1992-batch Indian Postal Service (IPoS) officer Manisha Sinha appointed as Director General, Directorate General Postal Service (DGPS), with effect from October 1, 2026.
Sinha is currently serving as Member (Financial Services) on the Postal Services Board (PSB). She will succeed Jitendra Gupta, a 1989-batch IPoS officer, who is slated to superannuate next week.
The appointment places Sinha at the helm of the Directorate General Postal Service at a time when the Department of Posts is overseeing the continued expansion and transformation of its postal, financial and technology-enabled services.
Manisha Sinha to Take Charge as DG, Postal Services
Manisha Sinha, an officer of the 1992 batch of the Indian Postal Service, is presently serving as Member (Financial Services), Postal Services Board.
She will assume charge as Director General, DGPS, from October 1.
As DGPS, Sinha will succeed Jitendra Gupta, who belongs to the 1989 batch of the IPoS and is due to retire from government service next week.
The transition will mark a change at the senior-most administrative level of the postal department, with Sinha moving from the Postal Services Board to the Directorate General Postal Service.
Dr Alok Pandey to Replace Sinha
In a parallel move, Dr Alok Pandey, a 1994-batch IPoS officer, has been appointed as the new Member (Financial Services) on the Postal Services Board.
Pandey is currently serving as Additional Secretary in the Department of Investment and Public Asset Management (DIPAM), under the Ministry of Finance.
He will move back to his parent cadre prematurely, more than two months before the completion of his extended tenure at DIPAM.
His repatriation will consequently create a vacancy at the Additional Secretary level in DIPAM.
Change Creates Vacancy at DIPAM
Dr Pandey’s move is notable because he was serving in an Additional Secretary-level position at DIPAM on an extended tenure.
His premature repatriation means the Department of Investment and Public Asset Management will have an Additional Secretary-level vacancy following his departure.
Pandey will now move from the Ministry of Finance back to the Department of Posts, where he will take charge of the Financial Services portfolio on the Postal Services Board.
The portfolio is significant within the Department of Posts, given the extensive network of postal financial services delivered through post offices across the country.
Two Senior IPoS Officers Change Key Roles
The appointments result in a simultaneous change involving three senior IPoS officers.
Manisha Sinha, 1992 batch, moves from Member (Financial Services) to Director General, Directorate General Postal Service.
Dr Alok Pandey, 1994 batch, moves from Additional Secretary, DIPAM, to Member (Financial Services), Postal Services Board.
Jitendra Gupta, 1989 batch, is set to retire as DG, Directorate General Postal Service, next week.
The changes will therefore see Sinha take over the top DGPS position from Gupta, while Pandey assumes the financial services portfolio previously held by Sinha.
The appointments are effective as specified in the government orders, with Sinha taking charge as DGPS from October 1, 2026.
