New Delhi: During the flagship India Maritime Week 2025 (IMW 2025) in Mumbai, Mazagon Dock Shipbuilders Limited (MDL), India’s premier defence shipyard and a Navratna company under the Ministry of Defence, signed an exclusive Teaming Agreement (TA) with Swan Defence and Heavy Industries Limited (SDHI), India’s largest shipbuilding and heavy fabrication company. The agreement focuses on collaboration for the design and construction of Landing Platform Docks (LPD5) for the Indian Navy.

DAC Approval for Critical Capability Enhancement

The Defence Acquisition Council (DAC) recently approved the acquisition of LPDs, a key capability for the Indian Navy. These vessels will enable the Navy to project power, conduct amphibious operations, and deliver humanitarian assistance and disaster relief (HADR) missions. The LPD program is considered a significant step in strengthening India’s maritime capabilities.

Public-Private Collaboration for Optimized Shipbuilding

Under the Teaming Agreement, MDL will contribute its extensive experience in ship design, project management, and system integration, while SDHI will provide its world-class shipbuilding infrastructure, the largest in the country, for constructing the vessels. The collaboration is designed to combine the technical, financial, and operational strengths of both shipyards, ensuring timely delivery and high-quality construction for the Indian Navy.

Leveraging the Spirit of Public-Private Partnership

This initiative exemplifies the Public-Private Partnership (PPP) model envisioned by the Government of India. By integrating the efficiency, flexibility, and cost competitiveness of the private sector with the proven capabilities, quality standards, and credibility of a public sector enterprise, the partnership aims to reduce build periods, enhance quality, and achieve cost efficiency in the construction of these complex naval platforms.
