New Delhi: The Ministry of Home Affairs has initiated the selection process for two senior Indian Police Service positions at the United Nations Office to the African Union in Addis Ababa, opening an opportunity for experienced Indian police officers to serve in key international policing advisory roles.
The recruitment follows a request from India’s Permanent Mission to the United Nations for suitable officers to fill two important advisory positions connected to policing strategy and police reform within the UN peacekeeping architecture.
Two P-4 Level Posts Open for Indian IPS Officers
According to an official communication issued by the MHA’s Police-II Division, the two posts available are –
- Police Planning Adviser (P-4 level)
- Police Reform Adviser (P-4 level)
Both positions are at the P-4 level within the United Nations system, which generally corresponds to senior mid-level international appointments involving policy, advisory and field coordination responsibilities.
Rank Eligibility: SP and DIG Officers Can Apply
The ministry has specified that only officers holding the rank of –
- Superintendent of Police (SP)
- Deputy Inspector General (DIG)
are eligible for nomination.
Officers must be in active service and meet all professional and experience requirements prescribed for UN P-4 level appointments.
MHA Writes to States, UTs and Central Agencies for Nominations
The MHA has invited nominations from a wide range of institutions, including –
- Secretaries to Government of India
- Chief Secretaries of States and Union Territories
- Directors General of Police of states and UTs
- Heads of Central Police Organisations
- Police training institutions
Central Agencies Also Included in Nomination Process
The nomination process also covers major central agencies such as –
- Intelligence Bureau
- Central Bureau of Investigation
- Central Armed Police Forces
The ministry has asked all concerned authorities to identify suitable officers and forward nominations through proper channels.
Strict Eligibility Compliance Mandatory
The MHA has clearly stated that only officers fully satisfying the eligibility criteria mentioned in the official annexure should be nominated.
Authorities forwarding nominations have been asked to verify that all required qualifications and service conditions are fully met before submission.
Deadline Fixed for May 8, 2026
The last date for submission of nominations is May 8, 2026.
The ministry has made it clear that –
- late applications will not be entertained
- incomplete nominations will be rejected
Vigilance Clearance and Cadre Clearance Compulsory
Every nomination must include –
- vigilance clearance
- cadre clearance from the concerned ministry, department or state government
Without these clearances, the candidature will not be considered.
Mandatory Documents Required from Applicants
Applicants must submit a full documentation set including:
- Personal History Profile (P-11)
- employment certificates
- academic certificates
- Employment Record Supplementary Sheet
- Human Rights Certificate
- forwarding letter with last five years’ APAR/ACR gradings
APAR Summary Needed, Full Reports Not Required
The MHA has clarified that only gradings for the last five years are required.
Complete copies of APARs or ACRs are not necessary.
Digital Submission Only, No Hard Copies
In line with the Digital India framework, the ministry has directed that all documents be submitted electronically in PDF format through the designated email channel.
No physical documents will be accepted.
This reflects the government’s push toward paperless administrative processing.
International Role for Indian Officers in UN Peacekeeping Advisory System
These appointments are considered important because they place Indian police officers within the UN’s institutional advisory system connected to African peace and policing frameworks.
The selected officers will represent India in strategic policing discussions involving:
- police planning
- institutional reform
- international coordination
- peacekeeping support
