MHA Transfers 4 AGMUT Officers to Arunachal Pradesh: IPS Vikramjit Singh, Abhishek Dhania & 2 IAS Officers

The latest MHA orders move four AGMUT-cadre officers from Delhi and central deputation to Arunachal Pradesh, including 2006-batch IPS officer Vikramjit Singh, 2012-batch IPS officer Abhishek Dhania and IAS officers Neeraj Semwal and Ravi Jha.

New Delhi: The Ministry of Home Affairs (MHA) has ordered the transfer of four officers belonging to the Arunachal Pradesh-Goa-Mizoram-Union Territories (AGMUT) cadre to Arunachal Pradesh, including two IPS and two IAS officers.

The transfer and posting orders were issued on Saturday, September 19, 2026. The latest movement involves senior officers serving in Delhi as well as an IPS officer currently on central deputation.

Among the IPS officers, 2006-batch officer Vikramjit Singh, presently Joint Commissioner of Police in the Anti-Corruption Branch of Delhi Police, has been transferred to Arunachal Pradesh. Abhishek Dhania, a 2012-batch IPS officer who has been serving on central deputation as a DIG in the Indo-Tibetan Border Police (ITBP), has also been transferred to Arunachal Pradesh.

The two IAS officers moved under the latest orders are Neeraj Semwal, a 2003-batch officer serving as Secretary-cum-Divisional Commissioner of Delhi’s Revenue Department, and Ravi Jha, a 2011-batch officer serving as Deputy Commissioner, New Delhi.

The latest orders add to a series of recent movements of AGMUT-cadre officers to Arunachal Pradesh. Earlier this month, the MHA had transferred three IAS officers from Jammu and Kashmir to Arunachal Pradesh.

Vikramjit Singh Transferred to Arunachal Pradesh

Vikramjit Singh is a 2006-batch Indian Police Service officer of the AGMUT cadre and entered the IPS as a direct recruit through the UPSC Civil Services Examination.

Before the latest transfer, Singh was serving as Joint Commissioner of Police in the Anti-Corruption Branch of Delhi Police. His current posting at Pay Level 14 dates from July 17, 2025.

According to his available service details, Singh has around 20 years of service and has one promotion recorded in his career to date.

He holds an MBBS qualification and is from Haryana. He joined the Indian Police Service on December 18, 2006.

Singh has also been awarded the President’s Police Medal for Gallantry, listed for 2013.

His transfer to Arunachal Pradesh marks a move from a senior policing assignment in Delhi’s Anti-Corruption Branch to the AGMUT cadre’s northeastern segment.

Abhishek Dhania Also Moved to Arunachal Pradesh

Abhishek Dhania is a 2012-batch IPS officer of the AGMUT cadre and a direct recruit through the UPSC Civil Services Examination.

Dhania has been serving on central deputation as a DIG in the ITBP, and the latest MHA order transfers him to Arunachal Pradesh.

His service record identifies him as an officer with around 14 years of service and one promotion recorded so far. He holds a B.E. in Computer Engineering and is from Delhi.

Dhania joined the IPS on September 3, 2012.

His service record also carries a State Award (Gold Medal), along with other police service-related honours. The available AGMUT civil list records him as a 2012-batch direct-recruit IPS officer and shows his earlier Delhi Police assignment at DCP level.

The latest transfer brings him back from a central deputation assignment to a posting within the AGMUT cadre in Arunachal Pradesh.

Neeraj Semwal Shifted From Delhi to Arunachal Pradesh

Among the IAS officers, Neeraj Semwal is a 2003-batch AGMUT-cadre officer who has been serving as Secretary-cum-Divisional Commissioner in Delhi’s Revenue Department.

He has been holding the post since February 16, 2026, before being transferred to Arunachal Pradesh under the latest MHA order.

Semwal entered the IAS through direct recruitment via the UPSC Civil Services Examination and has around 23 years of service experience.

His career has included a number of senior administrative assignments, including roles as Secretary, Joint Secretary, Commissioner, Additional CEO, Special Commissioner and Managing Director, besides a Personal Secretary assignment to a Union Minister.

Available service details record around 14 postings across seven locations.

Academically, Semwal has a B.A. in Accountancy, a PG Diploma in Management from IMT Ghaziabad and a law degree.

His latest move shifts him from a senior revenue administration position in Delhi to Arunachal Pradesh. The transfer has also been reported separately as part of the latest AGMUT cadre movement.

Ravi Jha Moves From Deputy Commissioner, New Delhi

Ravi Jha, a 2011-batch IAS officer of the AGMUT cadre, has also been transferred to Arunachal Pradesh.

Jha was serving as Deputy Commissioner, New Delhi, a position he has held since July 24, 2024.

He entered the IAS through direct recruitment via the UPSC Civil Services Examination and has more than 15 years of service experience. His available service record lists 13 postings across 13 locations.

Jha has handled administrative and central government assignments, including roles as Personal Secretary to the Minister of Commerce and Industry and Officer on Special Duty to the Minister of State for Atomic Energy.

He has also served on central deputation.

Jha holds a B.Tech degree in Mechanical Engineering from the National Institute of Technology, Jamshedpur. His service record also includes four recorded training programmes.

The latest transfer takes him from district-level administration in New Delhi to Arunachal Pradesh as part of the ongoing movement of AGMUT-cadre officers.

Three AGMUT IAS Officers Were Earlier Moved From J&K

The September 19 orders come shortly after another significant AGMUT cadre movement involving Arunachal Pradesh.

On September 3, 2026, the MHA transferred three AGMUT-cadre IAS officers from Jammu and Kashmir to Arunachal Pradesh with immediate effect.

The three officers were:

  • Mohd Aijaz, IAS (AGMUT:2012)
  • Harvinder Singh, IAS (AGMUT:2019)
  • Shishir Gupta, IAS (AGMUT:2020)

The September 3 order directed the three officers to be relieved from their existing assignments within 15 days of the order. The postings were made with the approval of the competent authority and were to remain effective until further orders.

Continued Movement of AGMUT Officers to Arunachal Pradesh

The latest four transfers therefore form part of a broader movement of AGMUT-cadre officers to Arunachal Pradesh in September.

The AGMUT cadre covers Arunachal Pradesh, Goa, Mizoram and the Union Territories, and officers can be moved between the constituent segments of the cadre based on administrative requirements.

The September 19 orders bring officers with experience in Delhi Police, central armed police forces, revenue administration and district administration to Arunachal Pradesh.

With Vikramjit Singh, Abhishek Dhania, Neeraj Semwal and Ravi Jha now transferred, Arunachal Pradesh has received four more experienced AGMUT-cadre officers in the latest round of postings.
