Madhya Pradesh Unveils Three Draft Urban Policies for 2026
The state government released draft policies and rules aimed at addressing housing needs, improving resource efficiency and streamlining urban development.
The key drafts include:
- Madhya Pradesh Urban Affordable Housing and Habitat Policy 2026: Focuses on affordable housing and improving access to suitable housing for residents.
- Treated Wastewater Recycling and Reuse Policy 2026: Aims to encourage the recycling and reuse of treated wastewater to promote sustainable water management.
- Unified Land Development and Building Promotion Rules 2026: Seeks to establish a unified framework for land development and building construction, supporting more flexible and planned urban growth.
These draft measures form part of the state’s broader efforts to strengthen urban infrastructure and improve the management of expanding cities.
Six MoUs Signed to Promote Urban Investment and Sustainable Development
The conclave witnessed the signing of six MoUs focused on urban finance, sustainable use of resources, institutional collaboration and investment promotion.
The agreements are intended to encourage cooperation among stakeholders and support the implementation of urban development initiatives.
The discussions also covered investment in urban infrastructure, effective project execution and opportunities for future collaboration between the government and industry.
CM Mohan Yadav Highlights Affordable Housing and Modern Townships
Chief Minister Mohan Yadav said Madhya Pradesh is emerging as a model for urban development under the leadership of Prime Minister Narendra Modi.
He highlighted the government’s focus on providing affordable homes to economically weaker sections while developing modern townships equipped with improved infrastructure and sustainable facilities.
According to the Chief Minister, these townships are expected to incorporate features such as renewable energy, treated water and better transport connectivity.
He also emphasised the development of different types of townships around economic corridors, which could create new opportunities for urban expansion and high-rise construction.
Bhopal and Indore Metropolitan Regions to Cover Six Districts Each
The Madhya Pradesh government is working to develop metropolitan regions around Bhopal and Indore, with each proposed region covering six districts.
Yadav said Jabalpur and Gwalior would also be included in the state’s metropolitan development plans in the future.
The expansion of metropolitan regions is aimed at supporting coordinated regional growth, improving infrastructure planning and managing increasing urbanisation beyond existing city boundaries.
The approach is intended to connect surrounding districts with major urban centres and create a more integrated framework for economic and infrastructure development.
Madhya Pradesh Plans More Flexible Rules for High-Rise Buildings
Addressing the growing demand for urban space, the Chief Minister stressed the need for planned development and greater flexibility in building regulations.
He said the government was moving towards allowing buildings or multi-storey complexes of up to 100 floors, subject to road width and other applicable requirements.
Yadav noted that buildings exceeding 30 metres in height had generally faced restrictions under the earlier framework. The proposed flexibility is intended to create additional options for vertical development in suitable locations.
He also highlighted the role of higher Floor Area Ratio (FAR) permissions in supporting more efficient land use. Greater vertical construction, he said, could help reduce pressure to convert agricultural land for urban expansion while opening new avenues for development.
The proposed changes are linked to the government’s broader emphasis on planned urbanisation and more efficient use of land.
CM Holds Meetings with Industry Leaders and Investors
Alongside the conclave, Chief Minister Mohan Yadav held separate meetings with industry leaders and investors to discuss urban infrastructure investment, project implementation and potential areas of cooperation.
The discussions were aimed at exploring investment opportunities and strengthening collaboration to support Madhya Pradesh’s urban development plans.
With new draft policies, regional master planning, proposed metropolitan regions and a focus on investment, the state government is seeking to establish a framework for more coordinated and sustainable urban growth.
The proposals and draft rules will be important elements to watch as Madhya Pradesh advances its plans for affordable housing, modern townships and infrastructure-led development.
