Bhopal: The Madhya Pradesh Cabinet, chaired by Chief Minister Dr Mohan Yadav on September 15, approved proposals worth more than ₹42,490 crore aimed at strengthening education, irrigation, transport infrastructure, agriculture and public welfare across the state.
The decisions include over ₹36,006 crore for the continuation of the Samagra Shiksha scheme, funding for major irrigation projects, continuation of eight horticulture and food-processing schemes, transport infrastructure spending and additional resources for various public welfare measures.
The scale of the approvals reflects the government’s focus on maintaining long-term funding for development programmes rather than treating them as short-term interventions.
₹36,006 Crore Approved for Samagra Shiksha
One of the largest approvals is ₹36,006.22 crore for the continued implementation of the Centre-sponsored Samagra Shiksha scheme from financial year 2026-27 to 2030-31.
The scheme covers students aged 4 to 18 years, from pre-primary education through Class 12. Its focus includes improving learning outcomes, expanding access to quality education and reducing social and gender disparities in school education.
The programme also aims to strengthen equity and inclusion, ensure minimum standards in schools and promote vocational education alongside mainstream schooling.
The state will also focus on strengthening teacher education institutions, including SCERT, State Education Institutes and DIETs, as nodal agencies for teacher training.

Transport Infrastructure Gets ₹1,166.60 Crore
The Cabinet approved ₹1,166.60 crore for the continued operation of revenue and capital expenditure schemes in the Transport Department from April 1, 2026, to March 31, 2031.
The largest allocations include:
- ₹377.41 crore for flying squads and check-post establishment expenditure.
- ₹361.89 crore for district establishment expenditure.
- ₹120.10 crore for headquarters establishment expenditure.
- ₹245.55 crore for continuation of the Smart Card scheme and digital services.
- ₹30 crore for construction of new departmental office buildings.
- Around ₹5.50 crore for maintenance of existing assets.
The Cabinet also approved ₹12 crore as a grant for establishing driving training centres to prepare skilled drivers.
Other provisions include ₹2.50 crore for implementing the Rural Transport Policy and ₹1.25 crore for the Nek Vyakti Puraskar, which encourages citizens who help road accident victims.
Financial provisions have also been continued for women’s safety in public road transport under the Nirbhaya Fund.
Eight Horticulture Schemes to Continue
The Cabinet approved the continuation of eight state-funded schemes of the Horticulture and Food Processing Department for five years, from April 2026 to March 2031.
The total financial allocation for these programmes has been fixed at ₹491 crore. The objective is to increase farmers’ incomes, expand the area under horticulture crops, improve crop quality and encourage food-processing industries.
The largest allocations include ₹100 crore each for fruit plantation and spice-area expansion.
Another ₹85 crore has been earmarked for protected cultivation, while ₹53 crore each has been approved for crop insurance and development of food-processing industries.
The government will also spend ₹50 crore on integrated cold-chain infrastructure and ₹25 crore each on farmer training and maintenance of departmental assets.
Major Irrigation Projects Get Fresh Funding
Irrigation received another major push through approvals for projects in Ashoknagar, Singrauli and Ujjain.
For the Chanderi Micro Irrigation Project in Ashoknagar, the Cabinet approved ₹11.49 crore for its continuation from 2026-27 to 2030-31. The project aims to provide irrigation facilities through micro-irrigation systems across 28,000 hectares.
The Gaund Major Irrigation Project in Singrauli received approval of ₹749.62 crore for the same period. The project will involve dam construction and a micro-irrigation system to develop irrigation capacity over 34,500 hectares.
The Cabinet also approved ₹1,846.05 crore for the continuation of the Chitawad Major Irrigation Project near Mahidpur in Ujjain district. The project involves construction of an irrigation dam across the Shipra River and aims to provide irrigation facilities to 65,000 hectares through stored water.
New District Offices and School Posts Approved
The newly formed districts of Maihar, Mauganj and Pandhurna will get district mining offices. The Cabinet approved 21 new posts, with seven posts for each district.
Each district will have one post each for a Mining Officer, Assistant Grade-II, Assistant Grade-III, Assistant Cartographer, Surveyor, Constable and Peon.
The government has also approved 36 regular posts for four schools upgraded from middle schools to high schools in Anuppur and Shahdol.
These include four high-school principal posts, 24 secondary teacher posts, four primary teacher posts and four Assistant Grade-III posts for schools at Kelhauri, Badikhar and Bhalumada in Anuppur and Navalpur in Shahdol.
Ladli Behna and MARKFED Also Get Cabinet Approval
The Cabinet ratified the Chief Minister’s August 20 order and the department’s August 24 order providing beneficiaries of the Mukhyamantri Ladli Behna Yojana 2023 with their August 2026 financial assistance along with an additional ₹250 special assistance on the occasion of Raksha Bandhan.
Another major decision concerns the Madhya Pradesh State Cooperative Marketing Federation, or MARKFED.
The Cabinet decided to provide ₹2,220.62 crore as an interest-free loan to MARKFED to ensure repayment of the remaining foodgrain credit-limit loan from the 2024-25 rabi marketing year by September 30, 2026.
The Finance Department will make the funds available while considering the state’s cash liquidity and fiscal deficit limits. Other loan conditions will be finalised with the Finance Department’s approval, taking MARKFED’s financial position into account.
The Cabinet was also informed about decisions taken by the Empowered Committee of the Madhya Pradesh Rural Road Development Authority at its 64th meeting held on May 26, 2026.
Taken together, the decisions span education, transport, agriculture, irrigation, rural connectivity, women’s safety and social welfare. The government’s emphasis on multi-year funding is aimed at ensuring continuity in key schemes while expanding infrastructure and services across districts.
