Initial focus centers on the role of the Principal Secretary to the Chief Minister, currently held by Manish Rastogi since March 24, 2020. With over three and a half years in this position, there is speculation within ministry circles regarding the potential appointment of a new Principal Secretary.

Additionally, attention is directed towards officers who have previously served as Commissioners and Deputy Secretaries in the Higher Education Department, as they are seen as likely candidates for the position of Secretary to the Chief Minister. The prevailing understanding is that officers who have remained in the same department for three years or longer will be subject to reassignment in the new administrative setup.
