Ghaziabad, UP: IAS officer Dr. Nand Kishore Kalal, a 2018-batch officer of the Uttar Pradesh cadre, has officially taken charge as the Vice Chairman of the Ghaziabad Development Authority (GDA). He replaces Atul Vats, who has been appointed as the District Magistrate of Hathras.
A doctor by training and known for his administrative efficiency, Dr. Kalal earlier served as the Chief Development Officer (CDO) of Rampur before being appointed to his new role in Ghaziabad.
“Transparency and Sustainable Growth My Priorities” – Kalal
After assuming charge on Tuesday evening, Dr. Kalal outlined his key priorities for the city’s development. He said,
“Development projects like the Harnandipuram Township, for which land acquisition efforts are ongoing, will be high on my priority list. I will maintain a high level of transparency in the GDA and create an environment that supports Ghaziabad’s sustainable growth.”
Officials at GDA expect that under his leadership, the Authority will strengthen its focus on urban planning, land development, and public accountability.

A Doctor-Turned-IAS Officer Committed to Public Service
Born on February 22, 1987, Dr. Nand Kishore Kalal hails from Bhadasi Kalaal village in Bhilwara district, Rajasthan. He completed his B.D.S. degree in Dentistry from Rajasthan University of Health Sciences, Jaipur.
He secured 145th rank in the UPSC Civil Services Examination 2017, fulfilling his lifelong ambition to serve the nation.
Dr. Kalal’s early education took place in Bhim, and he later studied in Kota before training as a doctor at SMS Hospital, Jaipur. Inspired by his grandmother’s illness in childhood, he initially dreamt of becoming a doctor — a goal he achieved before turning his focus toward civil services to serve society on a broader scale.
Reputation for Efficiency and Accountability
In his previous postings, Dr. Kalal earned a reputation for his transparent work style, speed in decision-making, and commitment to accountability. He is known to ensure that development projects are executed with efficiency and public benefit at the forefront.

A senior GDA official remarked,
“With the Unified Master Plan 2031 of Ghaziabad passed and the recent revision in UP Building Bylaws 2025, opportunities for vertical development and taller buildings have opened up. Under his leadership, it remains to be seen how effectively the GDA adapts to these changes.”
Key Challenges Ahead
While optimism surrounds his appointment, Dr. Kalal faces several administrative challenges, including:
- Land acquisition from farmers for new township projects such as Harnandipuram.
- Delivery of housing units under Pradhan Mantri Awas Yojana (PMAY) before the 2027 state elections.
- Clearing stuck projects and improving traffic management infrastructure.
However, officials pointed out that GDA’s finances have stabilized over the last few years, with debts largely cleared — providing a strong foundation for new development initiatives.

As Vice Chairman of GDA, Dr. Kalal is expected to accelerate key infrastructure projects with his trademark efficiency, transparency, and commitment to good governance. His leadership will be crucial as Ghaziabad prepares to implement the Master Plan 2031 and navigate the evolving urban landscape of one of Uttar Pradesh’s most rapidly developing cities.
