Who Is Narayan Upadhyay? 2023-Batch IPS Officer Transferred From Assam-Meghalaya to Bihar After Marriage

The Centre has approved the inter-cadre transfer of 2023-batch IPS officer Narayan Upadhyay from Assam-Meghalaya to Bihar following his marriage to fellow IPS officer Sushma Sagar of the Bihar cadre.

New Delhi: The Centre has approved the inter-cadre transfer of 2023-batch IPS officer Narayan Upadhyay from the Assam-Meghalaya (AM) cadre to Bihar following his marriage to fellow IPS officer Sushma Sagar (IPS: 2023: BH).

The transfer has been approved by the Union Ministry of Personnel, Public Grievances and Pensions under Sub-Rule (2) of Rule 5 of the Indian Police Service (Cadre) Rules, 1954, which provides for inter-cadre transfers on marriage grounds, subject to the concurrence of the concerned state governments.

With the necessary approvals and clearances in place, Upadhyay will now move from the Assam-Meghalaya cadre and be allocated a fresh posting under the Bihar administration.

Narayan Upadhyay Moves to Bihar on Marriage Grounds

Narayan Upadhyay (IPS: 2023: AM) was originally allocated the Assam-Meghalaya cadre.

Following his marriage to Sushma Sagar (IPS: 2023: BH), he sought an inter-cadre transfer so that he could join his spouse’s cadre.

The competent authority has now approved the request, allowing Upadhyay to shift to Bihar.

The transfer is in accordance with the existing provisions governing inter-cadre movement of All India Services officers who marry fellow members of the service.

What Are the Rules for Inter-Cadre Transfer on Marriage Grounds?

The Indian Police Service (Cadre) Rules, 1954 provide a mechanism for inter-cadre transfer of officers in certain circumstances.

Under Sub-Rule (2) of Rule 5, an officer can be transferred from one cadre to another with the approval of the competent authority and the concurrence of the governments concerned.

Marriage between two All India Services officers is one of the grounds recognised under the applicable cadre-transfer guidelines.

The broad policy allows an officer who marries another member of an All India Service to seek transfer to the cadre of their spouse. However, restrictions apply regarding transfer to an officer’s home state, unless the case falls under the exceptional provisions of the applicable guidelines.

In Upadhyay’s case, the necessary clearances have been obtained for his movement from the Assam-Meghalaya cadre to Bihar.

Who Is Narayan Upadhyay?

Narayan Upadhyay is a 2023-batch Indian Police Service officer who was originally allocated the Assam-Meghalaya cadre.

He shot into prominence after securing All India Rank 378 in the UPSC Civil Services Examination (CSE) 2022.

He appeared for the examination in the Hindi medium and was reported to have secured the highest General Studies marks among Hindi-medium candidates that year.

His UPSC success was particularly notable given his rural background and journey from a small village in Uttar Pradesh to the Indian Police Service.

From Farming Family in Jaunpur to IPS

Upadhyay comes from a farming family in a village in Jaunpur district of Uttar Pradesh.

He studied at his local village school until Class 8. By his own account, he was an average student during his early years and was more interested in sports and other activities.

A major change came around Class 10, when he began taking his studies more seriously.

His parents played an important role in encouraging his education. His father supported his academic ambitions, while his mother, despite having limited formal education herself, placed considerable emphasis on the importance of education.

He subsequently moved to Allahabad (now Prayagraj) for higher studies.

UPSC CSE Journey

Upadhyay cleared the UPSC Civil Services Examination 2022 in Hindi medium.

At the age of around 24, he achieved AIR 378, securing his entry into the prestigious civil services.

His performance in the General Studies papers was particularly noteworthy among Hindi-medium candidates.

His success also attracted attention because of his journey from a modest rural background to the IPS.

IPS Career

Upadhyay formally joined the Indian Police Service on August 1, 2023.

He was allocated the Assam-Meghalaya (AM) cadre and subsequently began his professional career in the northeastern region.

Before the latest inter-cadre transfer, he was serving as an Assistant Superintendent of Police (ASP) in Nongpoh, Meghalaya.

His transfer to Bihar will now mark the next phase of his IPS career.

Marriage to Fellow 2023-Batch IPS Officer

The inter-cadre transfer follows Upadhyay’s marriage to Sushma Sagar, another 2023-batch IPS officer belonging to the Bihar cadre.

The marriage provides the basis for the cadre movement under the applicable All India Services guidelines.

Such transfers are intended to provide an administrative mechanism for officers who marry fellow members of the All India Services to serve in the same cadre, subject to the prescribed conditions and government approvals.

From Assam-Meghalaya to Bihar

The latest order effectively changes Upadhyay’s cadre from Assam-Meghalaya to Bihar.
