NITI Aayog Unveils Roadmap to Professionalise Caregiving, Position India as Global Care Hub

NITI Aayog has released a report proposing a National Policy on Caregiving and a National Caregiver Council to build a skilled, professional caregiving ecosystem and position India as a global hub for care services.

New Delhi: NITI Aayog has released a report titled “Reimagining Care: Strategies for Empowering Caregivers in Viksit Bharat@2047“, outlining a roadmap to develop an organised, professional and future-ready caregiving ecosystem in India. The report proposes measures to strengthen caregiver training, professional recognition, workforce welfare and institutional support while positioning India as a global hub for skilled caregiving services.

The report was released by NITI Aayog Vice Chairperson Ashok Kumar Lahiri in the presence of Member Dr. R. Balasubramaniam, CEO Nidhi Chhibber and senior officials, along with representatives from central ministries, international organisations and other stakeholders.

Report Calls for Professional Recognition of Caregivers

According to NITI Aayog, caregiving should be recognised as a skilled, dignified and valued profession that plays a vital role in India’s social and economic development.

The report recommends building a structured caregiving ecosystem that focuses on:

  • Quality and affordable care services.
  • Professional recognition of caregivers.
  • Workforce welfare and institutional support.
  • Accessible and reliable care for families and communities.
  • Development of a trained caregiving workforce to meet future demand.

It also highlights the growing global demand for trained caregivers and the opportunities available for Indian professionals in international care services.

Roadmap Includes National Policy and Caregiver Council

The report recommends several measures to strengthen the caregiving ecosystem, including:

  • A National Policy on Caregiving.
  • Establishment of a National Caregiver Council.
  • Workforce development and skill enhancement.
  • Greater social security for caregivers.
  • Promotion of family and community-based care.
  • Enhanced global cooperation in caregiving services.

According to the report, these measures would help create an organised and professional care ecosystem while supporting inclusive and sustainable development.

Stakeholder Consultations Shaped the Report

Prepared by the Social Justice and Empowerment Division of NITI Aayog, the report draws on stakeholder consultations, international benchmarking, surveys and field visits.

It envisions caregiving as an important pillar of India’s journey towards Viksit Bharat@2047, while leveraging the country’s tradition of compassionate caregiving and demographic advantage to expand opportunities in the global care economy.

The launch was attended by representatives from Central ministries, international organisations and institutions such as:

  • World Health Organization (WHO)
  • United Nations Population Fund (UNFPA)
  • World Bank
  • Asian Development Bank (ADB)
  • International Labour Organization (ILO)

NITI Aayog Highlights Economic and Social Potential

Speaking at the launch, Ashok Kumar Lahiri said the rising global demand for caregivers presents an opportunity for India to generate employment, strengthen social security for caregivers and establish itself as a global leader in caregiving services.

Dr. R. Balasubramaniam said caregiving reflects India’s long-standing values of Seva and Samvedana and can contribute to social inclusion, community empowerment, quality livelihoods and the vision of Viksit Bharat@2047.

The report presents caregiving as a key enabler of inclusive growth and recommends institutional reforms to strengthen India’s caregiving ecosystem while expanding employment opportunities in the sector.
