Bhuvneshwar: The Odisha government has issued a fresh posting order for several officers recently promoted from the Odisha Administrative Service (OAS) to the Indian Administrative Service (IAS), assigning them key responsibilities across important departments.
The General Administration and Public Grievance Department issued the notification on September 18, 2026, detailing the new postings of officers who have recently entered the IAS cadre.
Newly Promoted IAS Officers Get Key Departmental Assignments
Surya Narayan Dash, who was serving as Special Secretary in the Panchayati Raj and Drinking Water Department, has been appointed Joint Secretary in the same department.
Soudamini Sethi, who was also serving as Special Secretary in the Panchayati Raj and Drinking Water Department, has likewise been posted as Joint Secretary in the department.
Jyotirmayee Pradhan has been appointed Joint Secretary in the Forest, Environment and Climate Change Department. She was earlier serving as Special Secretary in the same department.
Madhumita Nayak has been posted as Joint Secretary in the Labour and ESI Department. She will also continue to hold additional charge as Director of the Employees’ State Insurance Scheme in Bhubaneswar.
Other Important Postings
The latest order also assigns newly promoted officers to several other key departments.
Anuj Kumar Das Pattanaik has been appointed Special Secretary in the Planning and Coordination Department, while Jyotiranjan Mishra has been posted as Special Secretary in the Industries Department.
Sanghamitra Satpathy has been appointed Secretary in the Rural Development Department, giving her a key role in a department dealing with rural development and implementation of government programmes.
Himanshu Sekhar Behera has been posted as Joint Secretary in the Home Department.
Some Officers Continue in Existing Posts
The government has also allowed some of the promoted officers to continue in their existing assignments.
Sumita Sarkar will continue as Additional Commissioner for Settlement and Consolidation in Cuttack.
Balamakunda Bhuyan will continue as Director of Elementary Education.
These decisions allow the officers to retain continuity in their existing administrative responsibilities even after their elevation to the IAS cadre.
14 OAS Officers Promoted to IAS
The latest postings follow a Government of India notification issued on September 3, 2026, under which 14 experienced OAS officers were promoted to the IAS cadre against vacancies in the Odisha cadre.
The state government’s September 18 notification now gives these newly promoted officers their assignments in the all-India service.
The promotions mark an important career transition for the officers, who have moved from the state administrative service into the IAS after years of service in Odisha’s administration.
Focus on Key Governance Sectors
The latest postings cover departments dealing with rural development, Panchayati Raj and drinking water, forests and environment, labour welfare, industries, planning, education and home affairs.
The assignments therefore place the newly promoted officers across a range of administrative areas that are closely connected with service delivery, rural development, environmental management, labour welfare and economic growth in Odisha.
With the elevation of the 14 OAS officers to the IAS cadre and their subsequent deployment in key departments, the Odisha government has begun integrating the newly promoted officers into higher-level responsibilities within the state administration.
