New Delhi: The Ministry of Statistics and Programme Implementation (MoSPI) is strengthening the monitoring of major infrastructure projects through PAIMANA (Project Assessment, Infrastructure Monitoring and Analytics for Nation-Building), a web-based platform designed to improve project monitoring, data analysis and evidence-based governance.
PAIMANA Replaces Earlier Infrastructure Monitoring System
Launched on September 25, 2025, PAIMANA replaced the Online Computerized Monitoring System (OCMS-2006) to monitor Central Sector infrastructure projects costing ₹150 crore or more.

On July 8, 2026, MoSPI launched PAIMANA-CRIP, replacing DPIIT’s Integrated Project Monitoring Portal (IPMP) and serving as a Central Repository of Infrastructure Projects. Data for mechanisms such as PRAGATI and PMG will subsequently be sourced through the platform.
More than 20 Ministries, Departments and implementing agencies regularly update project data on PAIMANA-CRIP through data-entry and API-based systems.
Over 60% Project Updates Automated Through APIs
PAIMANA’s Project Monitoring vertical is currently integrated with DPIIT’s IPMP/IIG through API-based data exchange.
According to the information released by MoSPI:
- More than 60% of projects on PAIMANA are updated automatically through APIs.
- Data is sourced from the MIS or web platforms of respective Ministries and Departments.
- The system enables participating agencies to regularly update project execution information.
Performance Dashboard Tracks Six Infrastructure Sectors
PAIMANA has also expanded beyond project monitoring with a dedicated Performance Monitoring Dashboard, launched on April 16, 2026.
The dashboard brings together infrastructure performance indicators across six major sub-sectors:
- Civil Aviation
- Roads
- Power
- Ports, Shipping & Waterways
- Telecommunications
- Railways
The dashboard currently contains 165 indicators, following the addition of 54 new indicators.
Ports and Shipping Have Highest Number of Indicators
The distribution of the 165 indicators is:
- Civil Aviation: 31 indicators
- Roads: 8 indicators
- Power: 14 indicators
- Ports, Shipping & Waterways: 62 indicators
- Telecommunications: 13 indicators
- Railways: 37 indicators
The indicator framework was developed in consultation with the National Institute of Public Finance and Policy (NIPFP) and aligned with the Harmonized Master List of Infrastructure (HML) issued by the Department of Economic Affairs.
Dashboard Moves Beyond Output-Based Monitoring
The revamped monitoring framework assesses infrastructure performance across multiple dimensions rather than focusing only on production or output.
These include:
- Access: How widely infrastructure is available
- Quality: Its usefulness and reliability
- Fiscal cost and revenue: Allocation and use of financial resources
- Utilisation: How efficiently infrastructure is being used
- Affordability: Whether infrastructure is economically accessible
The framework also examines year-on-year, month-on-month and cumulative growth, along with targets and capacity utilisation in selected sectors.
1,847 Infrastructure Projects Under Monitoring
As of June 2026, PAIMANA was monitoring 1,847 ongoing projects across 17 Central Ministries and Departments.
The projects have a combined revised cost of ₹40.54 lakh crore, while expenditure so far stands at ₹21.97 lakh crore, or around 54.18% of the revised cost.
Among the projects:
- 709 projects, around 39%, have achieved more than 80% physical progress.
- 337 projects, around 19%, have crossed 80% financial completion.
- 1,341 projects belong to the Transport & Logistics sector, with a combined revised cost of ₹22.32 lakh crore.
- 769 mega projects costing ₹1,000 crore or more account for ₹30.51 lakh crore.
- 1,078 major projects costing between ₹150 crore and ₹1,000 crore account for ₹5.10 lakh crore.
Road Transport Ministry Leads Project Count
The Ministry of Road Transport & Highways has the largest number of projects under monitoring, with 1,022 projects and a combined revised cost of ₹9.89 lakh crore.
It is followed by:
- Ministry of Railways: 255 projects worth ₹8.69 lakh crore
- Ministry of Coal: 121 projects worth ₹2.22 lakh crore
- Ministry of Petroleum & Natural Gas: 105 projects worth ₹4.33 lakh crore
- Ministry of Power: 98 projects worth ₹5.71 lakh crore
- Ministry of Housing & Urban Affairs: 50 projects worth ₹3.65 lakh crore
- Department of Water Resources, River Development & Ganga Rejuvenation: 40 projects worth ₹2.04 lakh crore
The remaining 156 projects, accounting for 8% of the total, have a combined revised cost of ₹4.02 lakh crore and span several other Ministries and Departments.
Regular Monitoring to Support Evidence-Based Governance
Line Ministries and Departments receive regular project updates through PAIMANA’s analytics and tailored dashboards. MoSPI also conducts monthly reviews to assess performance and address areas requiring attention.
The platform’s project-monitoring, central repository and performance-dashboard functions aim to strengthen transparency, efficiency and accountability, while providing policymakers with consolidated data for informed decision-making.
