PESB Recommends Pushp Kumar Nayar as Director (HR) of BPCL to Strengthen HR Leadership

New Delhi: The Public Enterprises Selection Board (PESB) has recommended Mr. Pushp Kumar Nayar for the post of Director (Human Resources) at Bharat Petroleum Corporation Limited (BPCL), a Schedule ‘A’ Maharatna public sector undertaking (PSU). The recommendation was made in Minute No. 1 of PESB Meeting No. 16/2026 after a thorough selection process.

Pushp Kumar Nayar: Profile and Expertise

Mr. Nayar currently serves as Executive Director (HRD) at BPCL. He brings extensive experience in human resource development, organizational strategy, leadership development, and workforce transformation.

His appointment comes at a crucial time as BPCL focuses on digital transformation, energy sector expansion, and strengthening its human capital strategy.

Competitive Selection Process

The PESB interviewed 12 senior HR leaders from leading public sector organisations for this board-level position. Key candidates included:

  • Mr. Parthasarthy Dewalla – Executive Director (HRS), BPCL
  • Mr. Sanjeev Pillai – Chief General Manager (OD Interventions – HRD), BPCL
  • Mr. K. Mahendra Kumar – Chief General Manager (HR), Mumbai Refinery, BPCL
  • Mr. Udit Jain – Executive Director (HR), Indian Oil Corporation Limited
  • Mr. Ayush Gupta – Director (HR), GAIL India Limited

…among others from NTPC, Ministry of Railways, and Western Railway.

Mr. Nayar emerged as the top choice for his deep institutional knowledge and leadership capabilities. The final appointment is subject to approval by the Appointments Committee of the Cabinet (ACC).
