New Delhi: The PM GatiShakti National Master Plan (PMGS-NMP), launched in October 2021, continues to transform infrastructure planning and development across India. Designed to ensure integrated, multi-modal, and data-driven project planning, the initiative aims to synchronize efforts across ministries, provide last-mile connectivity, and facilitate comprehensive development around project sites.
Network Planning Group: Evaluating Critical Infrastructure Projects
Under the PMGS-NMP framework, the Network Planning Group (NPG) evaluates key central government infrastructure projects at the planning stage. Its mandate includes:
- Ensuring multi-modality and inter-modality
- Synchronizing efforts across agencies
- Enhancing last-mile connectivity
- Enabling data-driven decision-making
- Promoting comprehensive development around project locations
As of now, the NPG has evaluated 352 infrastructure projects with a total estimated cost of ₹16.10 lakh crore. Out of these, 201 projects have been sanctioned, with 167 currently under implementation, reflecting the scale and momentum of India’s infrastructure push.
Financial Support for State-Level Infrastructure
The Ministry of Finance, Department of Expenditure, has provided ₹5,000 crore under Part-II of the “Scheme for Special Assistance to States for Capital Investment 2022-23”. These funds are disbursed as 50-year interest-free loans to states for infrastructure development. Projects approved under this scheme are tracked for proper utilization and timely implementation, ensuring that state-level infrastructure planning aligns with national priorities.
Monitoring and Transparency Through MoSPI
The Ministry of Statistics and Programme Implementation (MoSPI) monitors ongoing Central Sector Projects, including those evaluated under the PMGS-NMP, with costs of ₹150 crore and above. From July 2025, detailed flash reports on project status, cost overruns, and implementation progress are published on the PAIMANA (Project Assessment Infrastructure Monitoring and Analytics for Nation Building) portal: https://ipm.mospi.gov.in/ReportPage.
This mechanism provides real-time insights into project execution, enabling better accountability and timely interventions.
Project Monitoring Group: Fast-Tracking Large-Scale Projects
To expedite issue resolution and ensure milestone-based monitoring of large infrastructure projects, the Project Monitoring Group (PMG) has been established for projects costing ₹500 crore and above. Key features include:
- 5-tier escalation framework: Issues are addressed at the appropriate level, starting with the respective ministry and escalating up to the PRAGATI (Pro-Active Governance and Timely Implementation) forum for complex challenges
- Streamlined review mechanism: Prevents duplication and allows higher authorities to focus on critical issues
- Integration with PMGS-NMP: Ensures fast-track resolution of regulatory bottlenecks and implementation hurdles
The combined framework of PMGS-NMP and PMG has accelerated project execution, promoting faster completion of strategic infrastructure initiatives across India.
