New Delhi: The Framework of Cooperation to boost post-retirement jobs for Agniveers and ex-servicemen marks a major step by the Indian Army and Indian Railways to help military personnel transition smoothly into civilian careers after service. The initiative, announced through official channels of both the Army and the Ministry of Railways, aims to widen job opportunities, provide dedicated support systems, and leverage the skills of veterans across India’s vast rail network.
Why the Framework for Post-Retirement Jobs for Agniveers Was Launched
Many soldiers and Agniveers complete their service at a young age and then face difficulties finding stable civilian work.
To address this, the Indian Army and Indian Railways jointly introduced this Framework of Cooperation.

It focuses on helping ex-servicemen and Agniveers find employment after retirement, making the move from military life to civilian careers easier and better supported.
Key Features of the Post-Retirement Jobs for Agniveers Framework
Here are the key features of the post-retirement jobs for Agniveers;
1. Reservation for Ex-Servicemen and Agniveers
Under the new policy:
- 10% horizontal reservation in Level-2 and above posts for ex-servicemen.
- 20% reservation in Level-1 posts for ex-servicemen.
- 5% reservation in Level-2 and above posts for ex-Agniveers.
- 10% reservation in Level-1 posts for ex-Agniveers.
These quotas enhance the chances of veterans securing railway jobs after retirement.
2. Thousands of Posts Reserved
The Ministry of Railways reported that in 2024 and 2025, a total of 14,788 posts were notified for ex-servicemen, including:
- 6,485 Level-1 posts, and
- 8,303 Level-2 and above posts.
This is part of a structured effort to increase regular hiring opportunities for veterans.
3. Contract Hiring as Pointsmen
To bridge the gap while regular recruitment progresses, the railways will recruit ex-servicemen as Pointsmen on contract basis. Over 5,000 Level-1 posts are currently in process, with several railway divisions signing MoUs with Army organisations for this purpose.
How It Helps Agniveers & Veterans
- Skill Recognition: Veterans have discipline, leadership and technical abilities developed from military service, which match well with railway roles in security, operations, maintenance, logistics, and administration.
- Awareness & Support: The framework includes efforts to increase awareness of job roles and streamline recruitment for retiring personnel.
- National Impact: By putting trained veterans into one of the largest public sector employers in India, the policy supports both employment goals and national infrastructure development.
