New Delhi: The President of India, Droupadi Murmu, today received credentials from the envoys of four countries at a formal ceremony held at Rashtrapati Bhavan, officially marking the beginning of their diplomatic tenures in India.
The envoys who presented their credentials were:
- H.E. Mr. Ahmedou Sidi Mohamed, Ambassador of the Islamic Republic of Mauritania
- H.E. Mr. Christian Biever, Ambassador of the Grand Duchy of Luxembourg
- H.E. Mr. Christopher Cooter, High Commissioner of Canada
- H.E. Mr. Tomaz Mencin, Ambassador of the Republic of Slovenia
The presentation of credentials is a longstanding diplomatic tradition, formalizing the recognition of newly appointed ambassadors and high commissioners by the host country. President Murmu welcomed the envoys and extended her best wishes for their assignments in India. The event reaffirmed India’s commitment to deepening bilateral ties across sectors such as trade, education, technology, culture, and climate cooperation.

Christopher Cooter Takes Charge as Canada’s High Commissioner Amid Easing Tensions
The appointment and credentialing of Christopher Cooter as Canada’s High Commissioner to India is particularly significant, coming nearly a year after diplomatic ties between the two countries had sharply deteriorated. In October 2024, India had recalled its high commissioner and expelled Canadian diplomats following allegations by Canada of Indian involvement in the killing of Khalistani separatist Hardeep Singh Nijjar—an accusation India firmly denied.
After months of strained relations, diplomatic dialogue resumed when Prime Minister Narendra Modi and then newly elected Canadian Prime Minister Mark Carney agreed in June 2025 to take constructive steps to stabilize ties, including the early return of ambassadors.
In August 2025, both nations appointed new envoys: India named senior diplomat Dinesh K. Patnaik as High Commissioner to Ottawa, and Canada appointed Christopher Cooter to New Delhi. Patnaik presented his credentials to Governor General Mary Simon on September 25, while Cooter presented his to President Murmu on October 3, symbolizing mutual efforts to normalize relations.
Christopher Cooter: A Veteran Diplomat Returns to India
Cooter brings over 35 years of diplomatic experience to his new role. His previous postings include serving as Canada’s High Commissioner to South Africa, Namibia, Lesotho, Mauritius, and Madagascar, as well as Charge d’Affaires to Israel. Notably, he is no stranger to India—he served as First Secretary at the Canadian High Commission in New Delhi from 1998 to 2000.
His return to India, now as High Commissioner, is seen as a step toward renewing trust and fostering cooperation between the two democracies.

A Global Diplomatic Milestone
The credential ceremony today underscored India’s expanding global engagement and the strengthening of bilateral ties with countries from Africa (Mauritania), Europe (Luxembourg, Slovenia), and North America (Canada). As the world’s largest democracy continues to play a vital role in global geopolitics, such diplomatic exchanges reaffirm India’s status as a trusted and strategic partner.
