Chandigarh: In a significant administrative reshuffle, the Punjab government has transferred three IAS officers with immediate effect. The move comes under the leadership of Chief Minister Bhagwant Mann, reflecting the government’s ongoing efforts to enhance efficiency across key departments.
Arshdeep Singh Thind Takes Charge of Agriculture & Allied Departments
Arshdeep Singh Thind, a 2004-batch IAS officer, has been posted as Administrative Secretary, Agriculture & Farmers’ Welfare. In addition, he will also hold the responsibilities of Administrative Secretary, Horticulture and Administrative Secretary, Soil & Water Conservation. Thind replaces Basant Garg, IAS, who previously held multiple important portfolios in the state administration.
Basant Garg Reassigned to Power and Renewable Energy
Basant Garg, IAS 2005 batch, has been posted as Administrative Secretary, Power, with additional responsibilities as Administrative Secretary, New & Renewable Energy Sources, Chairman-cum-Managing Director of Punjab State Transmission Corporation Ltd., and Chairman-cum-Managing Director of Punjab State Power Corporation Ltd.
Earlier, Garg was holding multiple positions including Administrative Secretary, Agriculture & Farmers’ Welfare, Administrative Secretary, Health & Family Welfare, Nodal Officer of Anti-Drug Campaign, Administrative Secretary, Horticulture, and Administrative Secretary, Soil & Water Conservation. His reassignment reflects the government’s efforts to redistribute workload across departments efficiently.
Sanyam Aggarwal to Focus on Health & Anti-Drug Campaign
Sanyam Aggarwal, IAS 2012 batch, who was serving as Special Secretary, Health & Family Welfare, and CEO of the State Health Agency, Punjab, has been reassigned to continue in the same role with the additional charge of Nodal Officer, Anti-Drug Campaign. This move relieves Basant Garg of the added responsibilities, allowing him to focus on his new portfolios in the energy sector.

This reshuffle is part of the Punjab government’s ongoing strategy to optimize administrative efficiency, ensure focused leadership in critical sectors such as agriculture, health, and energy, and address emerging priorities effectively.
