Chandigarh: Five senior IPS officers of the Punjab Police retired from service on September 30, 2026, bringing their long careers in the state police to an end. The officers are Shashi Prabha Dwivedi, Dr Naresh Kumar, Surinderpal Singh Parmar, Surinderjit Singh Mand and Sukhwant Singh Gill.
Their last assignments included senior responsibilities in the Railways, Human Rights, Law and Order, Prisons and Intelligence wings of the Punjab Police. The retirement information was reported by local media, while their batch, cadre and service details were cross-checked against official IPS and Punjab government records.
Shashi Prabha Dwivedi: Senior Leadership in Railways
Shashi Prabha Dwivedi, a 1993-batch IPS officer of the Punjab cadre, was serving as Special DGP, Railways, Punjab, with additional responsibility for HRD and Welfare before her retirement.

She joined the IPS on September 4, 1994 and holds an M.A. in Philosophy. Her home state is Uttar Pradesh.
Dwivedi was among the first women IPS officers in Punjab to reach the DGP rank. She was promoted to DGP in January 2023 along with Gurpreet Kaur Deo. Before that, she had held senior assignments including ADGP Railways and ADGP Human Resource Development.
She has received the Police Medal for Meritorious Service and the President’s Police Medal for Distinguished Service.
Dr. Naresh Kumar: From Veterinary Medicine to IPS
Dr. Naresh Kumar, a 1994-batch IPS officer of the Punjab cadre, retired as Special DGP, Human Rights, Punjab. He holds an M.V.Sc. degree and joined the IPS in September 1995.
Kumar is among Punjab Police’s senior officers with a veterinary-science background. The Indian Express has previously identified him among the state’s veterinary officers who entered the IPS.
He was promoted to the ADGP rank in 2020 and subsequently served in senior police responsibilities, including the Human Rights wing.
He received President’s Police Medal for Distinguished Service in 2022 and the Police Medal for Meritorious Service in 2011.
Surinderpal Singh Parmar: Law and Order Responsibilities
Surinderpal Singh Parmar (IPS: 1997: PB), retired while serving as ADGP, Law and Order, Punjab.
Parmar is a 1997-batch Punjab-cadre IPS officer and State Police Service promotee. His official service record lists his educational qualifications as B.A., M.Sc. and MBA. He joined the IPS in December 2012 after induction from the state police service.
Before becoming ADGP, Parmar served in several field and administrative positions in Punjab Police. He was promoted to the ADGP rank in 2025 and was posted as ADGP Law and Order.
His service record includes the Police Medal for Meritorious Service, awarded in 2014.
Surinderjit Singh Mand: A Career in Punjab Police
Surinderjit Singh Mand, IPS, a Punjab State Police Service promote, served as DIG, Prisons, Punjab.
Mand began his police career in the Punjab Police and was selected as a Deputy Superintendent of Police in 1994. A 2025 Central Administrative Tribunal proceeding records that he had sought consideration for induction into the IPS through the promotion process.
His career also includes earlier field postings. A 2016 Supreme Court judgment records that Mand and Surinderpal Singh Parmar had served as Deputy Superintendents of Police in Kapurthala in 1999.
Sukhwant Singh Gill: Service in Intelligence
Sukhwant Singh Gill, a 2010-batch IPS officer of the Punjab cadre and State Police Service promote, served as DIG, Intelligence-I, Punjab.
He joined the IPS in April 2021. He also received the Police Medal for Meritorious Service, 2018.
Gill had earlier served in the Punjab Police in positions including AIG Welfare and was posted as DIG Intelligence-I in September 2024.
Five Senior Officers Complete Their Punjab Police Careers
With their retirement on September 30, the five officers concluded careers spanning different branches of the Punjab Police. Their final assignments included Railways, Human Rights, Law and Order, Prisons and Intelligence, covering both specialised and core policing responsibilities.
