Punjab Govt Recommends 19 PPS Officers for IPS Promotion; High Court Told Proposal Sent to UPSC

The Punjab Government informed the Punjab and Haryana High Court that it has recommended 19 PPS officers for IPS promotion and sent the proposal to the UPSC, following which the petitioner withdrew his plea.

Chandigarh: The Punjab Government has informed the Punjab and Haryana High Court that it has recommended 19 Punjab Police Service (PPS) officers for promotion to the Indian Police Service (IPS) and has prepared a proposal for forwarding to the Union Public Service Commission (UPSC) for further action.

The submission was made during the hearing of a petition filed by PPS officer Ravinder Singh, who had sought directions from the court for consideration of his promotion to the IPS.

Government Assures Court Promotion Process Is Underway

During the proceedings, the state government informed the High Court that a final proposal comprising the names of 19 eligible PPS officers has been prepared against vacancies arising between 2022 and 2025.

The proposal, which also includes the petitioner, is to be forwarded to the UPSC in accordance with the prescribed procedure for IPS induction from the State Police Service.

After recording the government’s assurance that the promotion process is underway, Ravinder Singh withdrew his petition, and the matter was disposed of.

UPSC to Prepare Final Selection List

The Punjab Government clarified that the promotions would be finalized only after the UPSC prepares and notifies the selection list.

Following approval by the Commission and completion of the induction process, the selected officers will be granted IPS seniority as per the applicable rules governing promotions from the State Police Service to the Indian Police Service.

Court Notes Eligibility of the Petitioner

The High Court noted that the petitioner had approached the court after fulfilling all eligibility conditions required for IPS promotion.

In response, the state submitted that the process was already in motion and was being carried out strictly in accordance with the statutory procedure.

Retired Officers Also Included

The government further informed the court that the proposal also includes the names of certain retired PPS officers.

If such officers are selected by the UPSC, they may be granted notional appointment and consequential service benefits, in accordance with the relevant rules governing retrospective IPS induction.

The development marks a significant step in filling long-pending IPS promotion vacancies in Punjab, with the final decision now resting with the UPSC after scrutiny of the proposal.
