Bhopal: In a significant development for the Madhya Pradesh Police, two senior 1994-batch IPS officers — Raja Babu Singh and D.P. Gupta — are set to be elevated to the rank of Director General of Police (DG) from September 1, 2026.
Both officers belong to the Madhya Pradesh cadre and have completed more than three decades of service in the Indian Police Service.
Their elevation comes ahead of the 80th Independence Day celebrations and marks an important milestone in the careers of the two senior officers, who have served in several key policing and administrative assignments in Madhya Pradesh and on central deputation.
Raja Babu Singh: Three Decades in Police Service
Raja Babu Singh is a 1994-batch IPS officer of the Madhya Pradesh cadre. He is currently serving as Additional Director General of Police (ADGP), Railways, Bhopal.
Singh joined the IPS on September 6, 1994, after clearing the UPSC Civil Services Examination. He comes from Uttar Pradesh and was born on July 11, 1967, in the Banda district.
He pursued his higher education at Allahabad University, where he studied between 1985 and 1994 and completed his postgraduate education.
Over a career spanning more than three decades, Singh has held several important assignments in Madhya Pradesh as well as on central deputation.

From Rural Uttar Pradesh to IPS
Singh was born into a farming family in Pachenehi in Banda district of Uttar Pradesh.
He moved to Prayagraj for higher education and studied at Allahabad University. During his university years, he prepared for the civil services examination while also experiencing the challenges associated with unemployment and competitive examinations.
After clearing the UPSC Civil Services Examination, he joined the IPS in 1994 and was allotted the Madhya Pradesh cadre.
His personal journey from a rural background to the senior-most levels of the police service has also been a recurring theme in his interactions with young civil service aspirants.
Raja Babu Singh’s Central Deputation
Singh has served on central deputation with the Border Security Force (BSF) and Indo-Tibetan Border Police (ITBP).
During his tenure with the BSF, he held important responsibilities, including an assignment as Inspector General in the Kashmir Frontier.
His career record also includes responsibilities in training and professional development. He served as IG Training, where he was associated with efforts to strengthen professional education and training within the force.
His central deputation gave him exposure to border management, internal security and the functioning of central armed police organisations.
Focus on Police Training and Modernisation
Back in Madhya Pradesh, Singh has handled responsibilities related to police training and modernisation.
As ADG Training and Modernisation, he worked on updating training systems and integrating digital learning into police capacity-building programmes.
His work has included emphasis on professional development, technology-enabled learning and character-building among police personnel.
He has also been associated with the i-GOT Karmayogi framework and efforts to incorporate modern learning methods into police training.
Current Role as ADGP Railways
Before his proposed elevation to DG rank, Singh was serving as ADGP Railways in Bhopal.
The Railway Police assignment carries responsibility for security and passenger safety across railway networks in Madhya Pradesh.
The position involves coordination on railway security, crime prevention and protection of passengers travelling through the state’s extensive railway network.
Police Medals and Recognition
Singh has also received recognition for his service.
His honours include the Police Medal for Meritorious Service in 2013 and the Police Medal for Gallantry in 2014.
These recognitions form part of a career that has included both operational policing and administrative responsibilities.
Environmental and Social Initiatives
Apart from policing, Singh has been associated with environmental conservation and public-awareness initiatives.
He has advocated environmental protection through plantation and conservation campaigns, including initiatives associated with “Ek Ped Maa Ke Naam”.
He has also promoted physical fitness and wellness through activities such as yoga and marathon running.
His approach to police training has emphasised discipline, physical fitness, mental well-being and values-based leadership.
D.P. Gupta: Another 1994-Batch MP IPS Officer
D.P. Gupta, whose full name is listed in official records as Deo Prakash Gupta, is also a 1994-batch IPS officer of the Madhya Pradesh cadre.
He entered the Indian Police Service through direct recruitment after clearing the UPSC Civil Services Examination.
Gupta’s career has included several district-level policing assignments, senior administrative responsibilities and specialised roles at the Madhya Pradesh Police Headquarters.
He has worked extensively in areas including law and order, community policing, transparency, public service delivery and administrative oversight.
Gupta’s Early Career in District Policing
Gupta joined the IPS on September 4, 1994.
During the early part of his career, he served in several important district-level positions in Madhya Pradesh, including assignments as Superintendent of Police.
These postings exposed him to a wide range of law-and-order and policing challenges and helped establish his administrative experience across different parts of the state.
His career subsequently progressed to senior positions within the state police establishment.
Served as Madhya Pradesh Transport Commissioner
One of Gupta’s prominent recent assignments was as Transport Commissioner of Madhya Pradesh.
He was appointed to the position during the tenure of Chief Minister Mohan Yadav and took charge amid a significant administrative reshuffle.
As Transport Commissioner, Gupta was responsible for a wide range of issues relating to transport administration, enforcement, road safety and regulation.
He later moved out of the Transport Commissioner post following administrative changes in early 2025.
Returned to Police Headquarters
Following his reassignment, Gupta was posted to the Madhya Pradesh Police Headquarters in Bhopal.
He subsequently took charge as ADG, Community Policing, Right to Information (RTI), Lok Seva Guarantee and Cooperative Fraud.
The assignment brought together several areas focused on public interface, transparency and institutional accountability.
His responsibilities included strengthening community engagement, overseeing RTI-related matters and dealing with issues connected with public-service delivery and cooperative fraud.
Focus on Community Policing and Transparency
Gupta’s recent assignments have reflected a strong administrative focus on community policing and transparency.
Community policing seeks to strengthen interaction between law-enforcement agencies and citizens, while the RTI and Lok Seva Guarantee portfolios involve mechanisms through which citizens can seek information and access government services.
His experience in these areas has added an administrative and public-service dimension to his policing career.
Three Decades of Service
Both Raja Babu Singh and D.P. Gupta entered the IPS in 1994 and have now completed more than 30 years in service.
Their careers have followed different paths within the same cadre.
Singh has had substantial exposure to central security forces, border management, police training, modernisation and railway security, while Gupta’s career has included district policing, transport administration, community policing, RTI and public-service delivery.
Their elevation to DG rank therefore brings senior officers with diverse administrative and operational experience into the highest levels of the Madhya Pradesh Police hierarchy.
DG Rank to Take Effect From September 1
The elevation of the two officers to Director General rank is scheduled to take effect from September 1, 2026.
The move marks a significant milestone for both 1994-batch officers, who have risen through various operational, administrative and specialised assignments over their long careers.
Their elevation is also expected to add to the pool of senior officers available for key leadership responsibilities within the Madhya Pradesh Police.
