New Delhi: A major personal decision has led to an important cadre change in the Indian Administrative Service. Ravi Kumar Sihag, one of the country’s well-known young IAS officers and a highly recognized UPSC achiever, has opted to leave the Madhya Pradesh cadre and shift to the AGMUT cadre following his marriage to fellow IAS officer Ishita Rathi.
The transfer has been approved by the Department of Personnel and Training (DoPT), which issued formal orders on March 9, 2026, allowing the cadre change on marriage grounds.
Cadre Change Approved After Marriage
Ravi Kumar Sihag belongs to the 2022 batch of the Madhya Pradesh cadre.
Under existing service rules, cadre transfer can be permitted when two All India Service officers belonging to different cadres marry and seek to serve in the same cadre for family reasons.
Using this provision, Sihag applied for transfer from Madhya Pradesh to AGMUT.
The DoPT has now formally approved the move.
Marriage to Batchmate IAS Ishita Rathi
Ravi Kumar Sihag married his batchmate Ishita Rathi on December 16, 2025.
The marriage attracted attention because both officers are known in UPSC circles for their strong academic records and public visibility.
Their marriage is widely described as a love marriage between two officers from the same civil services generation.
Why AGMUT Cadre Was Chosen
The primary reason behind the transfer is that Ishita Rathi belongs to the AGMUT cadre.
AGMUT stands for:
• Arunachal Pradesh
• Goa
• Mizoram
• Union Territories
It is one of the most diverse cadres in the IAS because officers can be posted across multiple states and Union Territories.
Since Ishita is already serving in AGMUT, Ravi Sihag has shifted there so the couple can potentially serve in the same administrative ecosystem.
Ishita Rathi Currently Serving as Collector
At present, Ishita Rathi is serving as District Collector of Karaikal in Puducherry.
She assumed charge there in February 2026.
Her posting has made Karaikal one of the most discussed AGMUT assignments recently.
Ravi Sihag’s Present Posting in Madhya Pradesh
Before cadre transfer approval, Ravi Kumar Sihag was posted in Lakhnadon subdivision of Seoni district.
He currently serves as:
• Sub-Divisional Officer (Revenue), Lakhnadon
Lakhnadon falls in Seoni district of Madhya Pradesh.
As SDO, he has been handling local revenue administration and field governance responsibilities.
Posting in AGMUT Yet to Be Decided
Although cadre transfer has been approved, Ravi Sihag’s exact AGMUT posting is not yet officially known.
It remains unclear whether he will be posted in:
• Puducherry near Karaikal
• Delhi
• Goa
• Arunachal Pradesh
• Mizoram
• another Union Territory under AGMUT
The final posting order is awaited.
A Rare Administrative Decision with Personal Significance
Cadre transfers on marriage grounds are allowed but remain relatively rare because they require:
• cadre availability
• central approval
• concurrence between cadres
• DoPT clearance
In Ravi Sihag’s case, the process moved quickly after marriage.
Why Ravi Sihag Remains in Public Spotlight
Ravi Kumar Sihag has remained widely known because of his UPSC journey.
He is often cited among successful candidates who inspired aspirants through persistence and multiple attempts.
His cadre change has therefore generated attention not just administratively, but also among civil services aspirants.
A Civil Services Couple in Focus
With both Ravi Sihag and Ishita Rathi now expected to serve within the same cadre structure, the development has drawn interest across administrative circles.
Such officer couples often attract public attention because balancing service demands with personal life inside the IAS remains a major challenge.
Administrative Rules Behind Marriage-Based Cadre Transfer
Under cadre policy, when two IAS officers marry:
• one officer may seek transfer to spouse’s cadre
• preference is generally given to one common cadre
• central government decides final approval
The aim is to support family life while maintaining cadre balance.
What Happens Next
The next major development will be Ravi Sihag’s first AGMUT posting.
Whether he joins near Karaikal or elsewhere in the AGMUT system will determine how soon the couple can serve in the same location.
