Patna: REC Power Development and Consultancy Limited (RECPDCL) and Bihar State Power Transmission Company Limited (BSPTCL) have signed a landmark Memorandum of Understanding (MoU) to develop intra-state power transmission projects in Bihar through the Tariff Based Competitive Bidding (TBCB) mode.
The strategic partnership aims to strengthen Bihar’s power transmission infrastructure by building a modern, reliable and future-ready electricity network capable of supporting the state’s growing industrial and energy requirements.
The MoU signing ceremony was attended by Bihar Energy Minister Shailesh Kumar, also known as Bulo Mandal, along with senior officials from the Bihar government and power sector institutions.

Among the senior officials present during the signing ceremony were:
- Ajay Yadav, Energy Secretary and CMD of BSPHCL
- Prince Dhawan, CEO of RECPDCL
- Rahul Kumar, Managing Director of BSPTCL
Senior officers from the Bihar Energy Department, BSPTCL and BSPHCL also attended the event.
Key Objectives of the RECPDCL-BSPTCL Partnership
The collaboration focuses on transforming Bihar’s transmission network through multiple reforms and infrastructure initiatives.
Grid Modernisation
The project aims to develop a resilient and technology-driven transmission network to reduce transmission losses and improve overall power quality across Bihar.
Transparent and Competitive Project Allocation
The adoption of the TBCB model is expected to ensure transparent, cost-effective and competitive bidding for transmission projects.
Faster Execution of Transmission Projects
Both organisations aim to streamline project timelines and accelerate the implementation of critical transmission infrastructure projects across the state.
Increased Private Sector Participation
The initiative is also designed to attract greater private investment into Bihar’s power sector, encouraging adoption of global best practices and improving funding availability for large-scale infrastructure development.
Bihar Targets Stronger Industrial Growth Through Power Infrastructure
Speaking on the occasion, Energy Minister Shailesh Kumar said the initiative would play a major role in supporting Bihar’s industrial growth vision for 2025–30 by ensuring reliable and efficient electricity infrastructure for upcoming industries and businesses.
Officials said the partnership reflects Bihar’s broader strategy to modernise its energy infrastructure, improve transmission efficiency and strengthen long-term power sector sustainability.
