New Delhi: REC Power Development and Consultancy Limited (RECPDCL), a wholly owned subsidiary of REC Limited under the Ministry of Power, has successfully transferred Umred Power Transmission Limited, a special purpose vehicle (SPV) for an intra-state transmission project in Maharashtra, to Maharashtra State Electricity Transmission Company Limited (MSETCL). The handover was completed on February 26 following MSETCL’s selection as the successful bidder through the Tariff-Based Competitive Bidding (TBCB) route.
Key Handover Details
The formal transfer of the SPV was conducted by Vijay Kulkarni, Senior General Manager and Head of Department (T&D) at RECPDCL, to Vineeta Shriwani, Company Secretary, and Amit Naik, Chief Engineer (TBCB) of MSETCL. The event was attended by senior officials from both organisations and the Maharashtra State Transmission Utility (STU). RECPDCL acted as the Bid Process Coordinator, ensuring a transparent and competitive selection process.

Project Overview and Significance
The Umred Transmission Project is being developed on a Build, Own, Operate, and Transfer (BOOT) basis, with an implementation timeline of 24 months. The project is aimed at strengthening Maharashtra’s transmission network and includes the following key components:
- Construction of a 400/220/132 kV substation at Umred.
- Development of a 220 kV double-circuit transmission line of approximately 51 km from Umred (New) to Additional Buttibori (Proposed).
- Construction of a 132 kV double-circuit line of around 38 km from Kolari (existing) to Umred (New).
- Loop-in loop-out (LILO) arrangements for multiple transmission lines across 400 kV, 220 kV, and 132 kV levels, along with associated transmission works.
Once completed, the project will significantly enhance the reliability, efficiency, and capacity of Maharashtra’s electricity transmission network, enabling better power distribution across urban and rural areas.
