New Delhi: Retired personnel of the Central Industrial Security Force (CISF) will now be able to access liquor facilities from any nearby canteen through the Centralized Liquor Management System (CLMS) app. This decision comes following a Kerala High Court directive and persistent demands from the All Ex-Paramilitary Forces Welfare Association.
Liquor Access for Retired CISF Personnel
The CISF headquarters assured the association that former personnel can now avail of liquor services at any nearby paramilitary canteen via the CLMS app. The association hopes that active CISF personnel will also be granted this facility during leave in the near future. According to Ranbir Singh, Secretary General of the association, the Kerala High Court ruled on October 21 that liquor access must be provided to retired personnel. The association has repeatedly raised this demand over the years, submitting multiple petitions.
Additionally, the court instructed nodal agencies such as ITBP and CRPF headquarters to provide data of retired CISF personnel to ensure seamless access to liquor facilities at any nearby security force canteen.
Discussion on Leave and Welfare Measures
At a recent meeting, CRPF former ADG and association chairman H.R. Singh advocated for increasing the annual leave of CISF personnel from 30 days to 60 days. A survey among CISF personnel revealed that most preferred a combination of 30 days of annual leave with 30 days of leave encashment. The ADG Headquarters confirmed that the survey had been conducted.
Ranbir Singh highlighted that although the Union Home Minister had promised 100 days of leave, CISF personnel currently only receive 30 days. The association has requested a copy of the survey results to further press the issue.
Proposal for CAPF Flag Day Fund and Financial Aid
The association also proposed the creation of a ‘CAPF Flag Day Fund’ to provide financial support to retired personnel, dependents of martyrs, and non-pensioners. This initiative mirrors the recent announcement by Defence Minister Rajnath Singh, who allocated ₹257 crore from the Army Flag Day Fund for the welfare of ex-servicemen and children of deceased soldiers.
During the meeting, CISF officials present included Vijay Prakash IPS, Additional DG Headquarters; IG AD Priyabha Agrawal; DIG Rekha Nambiar; former IG BSF Vikas Chandra; and treasurer VS Kadam, along with CISF’s Rizak Ram.
