Shimla: In a significant move aimed at enhancing administrative efficiency and ensuring improved governance across the state, the Himachal Pradesh government has issued fresh orders transferring and posting several IAS, IFS, and HPAS officers with immediate effect. The notifications were issued by the Department of Personnel, following recommendations from the Civil Services Board.

Officials emphasized that the reshuffle is part of the government’s ongoing efforts to strengthen district and departmental administration, streamline public service delivery, and optimize the allocation of human resources in key positions.

Key IAS-Level Postings

  • Sandeep Kumar (2010 batch) has been appointed Divisional Commissioner, Kangra Division at Dharamshala, moving from his previous role as Settlement Officer, where he also held additional charge.
  • Duni Chand Rana (2014 batch), currently Director-cum-Ex-Officio Special Secretary (Revenue-Disaster Management), will continue to hold multiple additional responsibilities, including Director, Environment, Science & Technology and Managing Director of HPMC, along with charge of state agro corporations.
  • Ram Kumar Gautam (2014 batch) takes charge as Director, Food, Civil Supplies and Consumer Affairs, Shimla, and will also serve as Managing Director of the State Agriculture Marketing Board, relieving Hemis Negi (2019 batch).
  • Kumud Singh (2015 batch) appointed as Director, Food, Civil Supplies and Consumer Affairs.
  • Vinay Singh (2015 batch) takes over as Managing Director, State Cooperative Bank, Shimla, along with additional responsibilities in agro-related corporations.
  • Manesh Kumar (2018 batch) has been transferred as Settlement Officer, Shimla Division, while Akshey Sood (2020 batch) is posted as Settlement Officer, Kangra Division at Dharamshala.
  • Dwij Goel (2023 batch) appointed Sub Divisional Officer (Civil), Paonta Sahib, Sirmaur district.

Important IFS Postings

  • Pushpendra Rana (1999 batch) has been appointed Director, Environment, Science & Technology, and will also hold additional charges as Director, Disaster Management and Member Secretary of the State Council for Science, Technology and Environment.

HPAS Transfers and Postings

  • Shawan Kumar (2008 batch) appointed Executive Director, State Civil Supplies Corporation, Shimla.
  • Raman Gharsangi (2017 batch) designated General Manager (Personnel), SPV Dharamshala.
  • Manmohan Singh (2017 batch) will serve as Assistant Commissioner to the Deputy Commissioner, Chamba.
  • Krishan Kumar Sharma (2019 batch) posted as Sub Divisional Officer (Civil), Sarkaghat, while Gunjeet Singh Cheema (2019 batch) moves to Manali in the same capacity.
  • Raman Kumar Sharma (2020 batch) transferred to Kafota, Sirmaur as Sub Divisional Officer (Civil).
  • Akanksha Sharma (2021 batch) appointed Land Acquisition Officer, Parvati Project, Kullu.
  • Rajinder Kumar Gautam (2022 batch) designated Joint Director, Digital Technologies and Governance, Shimla.

Objective Behind the Reshuffle

Officials stated that the reshuffle is designed to:

  • Enhance administrative efficiency across departments and districts.
  • Ensure better governance by placing experienced officers in strategic roles.
  • Streamline coordination between state, divisional, and district-level offices.
  • Strengthen public service delivery, especially in sectors such as revenue, disaster management, agriculture, civil supplies, and digital governance.

The government emphasized that such periodic administrative realignments are necessary to address evolving governance challenges, optimize personnel utilization, and improve service delivery to citizens.
