Dehradun: The Solar Energy Corporation of India Limited (SECI) has announced plans to select a project developer for a minimum 4 MW solar power project on the elevated section of the Delhi-Dehradun Highway. The pilot project will be implemented under the Renewable Energy Service Company (RESCO) mode as part of Phase I of the National Highways Authority of India (NHAI) solar power initiative.
According to a Notice Inviting Tender (NIT), SECI will select the developer through a tariff-based competitive bidding process. The project aims to utilise existing highway infrastructure for renewable energy generation, marking a step towards integrating solar power facilities into India’s road network.
SECI to Select Solar Project Developer Through Competitive Bidding
The tender is titled “Request for Selection (RfS) Document for Selection of Solar Power Developer for setting up Solar PV Power Project of minimum 4 MW capacity for NHAI under RESCO mode (Phase-I).”
Under the proposed project, the selected developer will be responsible for establishing a solar photovoltaic (PV) power plant on the elevated section of the highway in accordance with the conditions outlined in the bidding documents.
Key details of the project include:
- Project capacity: Minimum 4 MW
- Project location: Elevated section of the Delhi-Dehradun Highway
- Implementing framework: Renewable Energy Service Company (RESCO) mode
- Project phase: Phase I of the NHAI solar power initiative
- Developer selection: Tariff-based competitive bidding
SECI has stated that the detailed bidding documents will be made available shortly on the following platforms:
- ISN-ETS portal
- Official SECI website
- Central Public Procurement Portal (CPP Portal)
Prospective bidders have been advised to regularly monitor these platforms for the release of the Request for Selection (RfS) document and subsequent notices, amendments and clarifications. SECI has also indicated that separate notifications will not be issued for these updates.

Delhi-Dehradun Highway Solar Project Follows SECI-NHAI MoU
The proposed 4 MW solar power project builds on an earlier initiative to integrate renewable energy generation into the Delhi-Saharanpur-Dehradun Highway.
In November 2025, SECI and NHAI signed a memorandum of understanding (MoU) to install solar power plants along the elevated portion of Package-1 of the highway in Delhi. The proposed project forms part of Phase I of this initiative, which seeks to explore the potential of highway infrastructure for clean electricity generation.
The initiative focuses on making productive use of elevated highway infrastructure while supporting renewable energy deployment. Its key objectives include:
- Utilising elevated highway sections for solar power generation.
- Expanding renewable energy infrastructure along national highways.
- Exploring innovative uses of existing transport infrastructure.
- Supporting clean energy generation alongside road transport operations.
Delhi-Dehradun Expressway and Renewable Energy Development
The Delhi-Saharanpur-Dehradun Expressway is a 210-kilometre highway corridor designed to improve connectivity between Delhi and Dehradun and ease congestion on existing routes.
Integrating solar power generation into its elevated sections could provide an additional use for the infrastructure while contributing to clean electricity production. The initiative also aligns with NHAI’s broader efforts to incorporate solar energy into highway facilities, including toll plazas and interchanges.
The potential benefits of integrating solar power into highway infrastructure include:
- Better infrastructure utilisation: Using elevated road sections for an additional purpose beyond transportation.
- Renewable energy generation: Creating opportunities to generate clean electricity through solar photovoltaic systems.
- Infrastructure innovation: Exploring new approaches to combining transport facilities with renewable energy projects.
- Scope for future expansion: Assessing the feasibility of similar solar installations along other highway corridors.
As a pilot initiative, the project could provide insights into the technical and operational feasibility of installing solar power systems on elevated highways and inform future renewable energy projects.
