New Delhi: The Solar Energy Corporation of India Limited (SECI) has invited competitive bids from Solar Power Developers (SPDs) to develop 11.159 MW of grid-connected rooftop and ground-mounted solar photovoltaic (PV) projects across government organisations and institutions.
The projects will be implemented under the Renewable Energy Service Company (RESCO) mode on a Build-Own-Operate (BOO) basis. SECI issued the Request for Selection (RfS) document on October 1, 2026, under reference number SECI/C&P/IPP/11/0009/26-27.
The tender covers 13 government organisations, institutions and departments, grouped into five projects. IIT Kanpur accounts for the largest share of the proposed capacity, at 9 MW, while the remaining projects cover Regional Passport Offices and other public institutions.
SECI Solar Tender Covers Five Projects Across India
The tender includes rooftop and ground-mounted solar installations at government facilities across multiple locations. The five projects have different capacities and ceiling tariffs, as specified in the RfS document.
The project-wise details are as follows:
- Project 1: Nine Regional Passport Offices – 559 kW; ceiling tariff: ₹4.50/kWh.
- Project 2: IIT Kanpur – 9,000 kW; ceiling tariff: ₹3.91/kWh.
- Project 3: National Bal Bhavan, New Delhi – 400 kW; ceiling tariff: ₹5.00/kWh.
- Project 4: Institute of Hotel Management, Goa – 200 kW; ceiling tariff: ₹5.00/kWh.
- Project 5: NIT Srinagar – 1,000 kW; ceiling tariff: ₹5.15/kWh.
- Total Capacity: 11,159 kW (11.159 MW).
The ceiling tariff represents the maximum tariff specified for each project under the tender.

Project 1 Covers Nine Regional Passport Offices
Project 1 involves solar installations with a combined capacity of 559 kW across nine Regional Passport Office (RPO) locations.
The locations are:
- Kozhikode
- Mumbai
- Bhubaneswar
- Jaipur
- Delhi
- Jalandhar
- Hyderabad
- Cochin
- Goa
The project has a ceiling tariff of ₹4.50 per kWh. The combined capacity will be distributed across the nine locations covered by the tender.
IIT Kanpur Gets Largest 9 MW Solar Project
Project 2 is the largest component of the SECI tender, covering a 9,000 kW (9 MW) solar project at IIT Kanpur.
The project has a ceiling tariff of ₹3.91 per kWh, the lowest among the five projects. Its capacity accounts for the majority of the total 11.159 MW tendered by SECI.
The remaining three projects cover National Bal Bhavan in New Delhi, the Institute of Hotel Management in Goa and NIT Srinagar.
National Bal Bhavan has a proposed capacity of 400 kW with a ceiling tariff of ₹5.00 per kWh. The IHM Goa project covers 200 kW at the same ceiling tariff. NIT Srinagar has a capacity of 1,000 kW, with a ceiling tariff of ₹5.15 per kWh.
Projects to Be Developed Under RESCO and BOO Models
SECI will implement the projects under the Renewable Energy Service Company (RESCO) model on a Build-Own-Operate (BOO) basis.
Under this arrangement, the selected solar power developers will develop, own and operate the solar installations in accordance with the tender conditions. The developers will enter into a Power Purchase Agreement (PPA) with the respective client organisations.
The selected developers must sign a 25-year PPA with the concerned organisations within 30 days of the issuance of the Letter of Award (LoA).
The Scheduled Commissioning Date (SCD) for the complete project capacity is five months from the effective date of the PPA. An extension of up to six months beyond the scheduled commissioning date may be permitted, subject to applicable delay penalties and the tender conditions.
SECI Tender Processing Fee and Earnest Money Deposit
Bidders must pay a non-refundable bid processing fee of ₹6,000, including GST. Payment must be made through National Electronic Funds Transfer (NEFT) or Real Time Gross Settlement (RTGS).
The Earnest Money Deposit (EMD) requirements differ according to the project capacity and category.
- Project 1 – Nine Regional Passport Office (RPO) locations: ₹5.031 lakh
- Project 2 – IIT Kanpur: ₹81 lakh
- Project 3 – National Bal Bhavan: ₹3.60 lakh
- Project 4 – Institute of Hotel Management (IHM), Goa: ₹1.80 lakh
- Project 5 – NIT Srinagar: ₹9.90 lakh
The EMD may be submitted through a Bank Guarantee, Payment on Order Instrument or Insurance Surety Bond. The instrument must have a validity of 12 months, as specified in the tender.
Performance Bank Guarantee and SECI Service Charges
In addition to the EMD, selected developers must furnish a Performance Bank Guarantee (PBG) before executing the PPA.
The PBG requirements are divided into two categories:
- Category A – Projects 1 to 4: ₹3,375 per kW.
- Category B – Project 5: ₹3,715 per kW.
Selected developers must also pay SECI service charges, plus applicable GST. The charges are ₹1,350 per kW for Category A and ₹1,485 per kW for Category B.
These service charges are payable in two equal instalments. Developers will need to account for the applicable security deposits, service charges and other tender requirements while preparing their bids.
