New Delhi: Solar Energy Corporation of India Limited (SECI) and Hintco GmbH have agreed on the key terms of a Framework Agreement for the preparation, development and implementation of a potential bilateral Indo-German H2Global Tender for the trading of Renewable Fuels of Non-Biological Origin (RFNBOs).
The agreement marks a step forward in India-Germany cooperation in green hydrogen and renewable fuels and could support the development of international trade pathways for RFNBOs.
SECI and Hintco Advance Green Hydrogen Cooperation
The Framework Agreement follows the Memorandum of Understanding (MoU) signed between SECI and H2Global in November 2024.
Since signing the MoU, the two organisations have held discussions on the proposed cooperation and the development of a potential joint tender framework.
Under the latest understanding, SECI and Hintco will work towards detailed preparations for the proposed bilateral tender.

Proposed Indo-German H2Global Tender for RFNBOs
The proposed initiative focuses on the trading of Renewable Fuels of Non-Biological Origin (RFNBOs), which are an important part of the emerging global renewable hydrogen and renewable fuels market.

- Preparation and development of a potential bilateral Indo-German H2Global Tender.

Government Approvals Required for Joint Tender
The proposed tender will be taken forward subject to the requisite Government approvals.
SECI and Hintco will undertake detailed preparations in consultation with the respective Governments before proceeding with the proposed joint tender. This government-to-government consultation is expected to form an important part of the process for developing the framework and implementation mechanism for the initiative.
Strengthening India–EU Green Hydrogen Cooperation
The proposed cooperation between SECI and Hintco is aimed at strengthening collaboration between India and the European Union in the areas of green hydrogen and renewable fuels. The initiative also seeks to support the development of international trade mechanisms for RFNBOs, helping create potential linkages between renewable fuel producers and international markets.
The Framework Agreement therefore represents a further step in the ongoing India-Germany engagement on green hydrogen and renewable energy.
