New Delhi: The Solar Energy Corporation of India (SECI) is set to invite bids for around 11.16 MW of grid-connected rooftop solar projects under the Renewable Energy Service Company (RESCO) model.
Under RTSPV-Tranche-XIV, SECI plans to select solar power developers for setting up a total rooftop solar capacity of 11,159 kW across five projects at various client organisations and institutions. The selection will be carried out through tariff-based competitive bidding.
SECI to Select Solar Developers Through Competitive Bidding
According to SECI’s notice dated September 25, 2026, the upcoming tender will follow a single-stage, two-envelope competitive bidding process.
The detailed Request for Selection (RfS) document is expected to be released shortly on SECI’s official website and its Electronic Tendering System (ETS) portal.
Prospective bidders have been advised to regularly monitor both platforms for:
- Tender-related updates
- Amendments
- Clarifications
- Additional bidding information
- Release of the detailed RfS document
The September 25 notice does not yet provide the complete commercial and project-specific details.

Five Rooftop Solar Projects Planned Under RTSPV-Tranche-XIV
The proposed 11.159 MW capacity will be distributed across five rooftop solar projects at client organisations and institutions.
However, SECI has not yet disclosed the names or locations of the five organisations or the capacity allocated to each project.
Details expected to be included in the forthcoming RfS document include:
- Names and locations of client organisations
- Project-wise rooftop solar capacity
- Bid submission deadline
- Tariff ceiling
- Commercial conditions
- Other technical and bidding requirements

What Is the RESCO Model?
Under the Renewable Energy Service Company (RESCO) model, the solar developer generally undertakes the investment and development of the rooftop solar project.
The host organisation then consumes the electricity generated by the installed system under a contractual arrangement with the developer.
The model can allow government departments, educational institutions and other organisations to adopt rooftop solar without making the entire upfront investment required for project development.
SECI has increasingly used the RESCO model for rooftop solar projects at government buildings, educational institutions and institutional campuses.
SECI Continues Rooftop Solar Tender Pipeline
The latest tender adds to SECI’s ongoing pipeline of rooftop solar projects being developed through multiple tranches.
In May 2026, SECI invited bids for 5.5 MW of grid-connected rooftop solar projects under RTSPV-Tranche-X. That tender also followed tariff-based competitive bidding for selecting solar power developers.
Earlier, SECI floated a 12.25 MW rooftop solar tender for Jawahar Navodaya Vidyalaya buildings under RTSPV-Tranche-XI. This was followed by a 5.32 MW tender under RTSPV-Tranche-XII in July 2026.
SECI has also used the RESCO model for rooftop solar installations at central universities and other government institutions.
SECI’s 2026 Rooftop Solar Tranches
SECI’s 2026 tender pipeline includes several rooftop solar programmes under the RTSPV series.
Key capacities include:
- RTSPV-Tranche-VIII: 5.665 MW
- RTSPV-Tranche-IX: 4.455 MW
- RTSPV-Tranche-X: 5.5 MW
- RTSPV-Tranche-XI: 12.25 MW
- RTSPV-Tranche-XII: Around 5.3 MW
- RTSPV-Tranche-XIV: 11.159 MW proposed
The latest 11.159 MW RTSPV-Tranche-XIV tender therefore represents another addition to SECI’s rooftop solar development pipeline.

While SECI has announced its intention to invite bids, several important project and commercial details are yet to be disclosed.
The September 25 notice does not specify the five client organisations, individual project capacities, bid submission deadline or tariff ceiling.
