Bengaluru: The Karnataka government has expressed its willingness to reconsider the suspension of Indian Police Service (IPS) officer Vikash Kumar Vikash (IPS:2004:KN), provided he submits a fresh representation seeking revocation and reinstatement. Senior Advocate and Special Government Counsel, PS Rajagopal, informed the court that a similar process was previously followed to provide relief to four other suspended officers involved in the M Chinnaswamy Stadium stampede case.
According to Rajagopal, this procedural path aligns with the government’s handling of disciplinary actions arising from the tragic stampede incident outside the stadium earlier this year, which claimed 11 lives and raised serious concerns over crowd management and administrative accountability.

Court Stays Government Petition Pending Reconsideration
The division bench of the Karnataka High Court, headed by Justice SG Pandit, has stated that it will refrain from issuing any directive on the government’s petition until Vikash Kumar Vikash’s representation is duly considered. The bench emphasized that if the state government fails to act on the plea before the next hearing date, the court will proceed to deliver an order on the pending petition.
This decision underscores the judiciary’s expectation that administrative grievances be addressed within a reasonable timeframe before judicial intervention is warranted.
CAT Had Quashed Suspension Order Earlier This Month
On July 1, 2025, the Central Administrative Tribunal (CAT) had quashed the state government’s suspension order against Vikash, observing that the disciplinary action lacked sufficient justification in the context of the June 4 stampede outside M Chinnaswamy Stadium.
In its ruling, the tribunal found that the officer’s suspension did not meet the threshold of legal scrutiny, triggering the Karnataka government to challenge the decision in the High Court. The court is now awaiting the government’s review of Vikash’s fresh representation.
RCB Distances Itself from CAT Observations
The Royal Challengers Bangalore (RCB), the IPL franchise associated with the event in question, has also raised objections to CAT’s observation that social media activity by RCB may have contributed to the overcrowding that led to the tragic incident. The team has denied any responsibility for the unfortunate events and has formally contested the tribunal’s statements linking their promotions to the stampede.
