Raipur: Chief Minister Vishnu deo Sai on Sunday asserted that the formation of the State Capital Region (SCR)—covering Raipur, Durg, Bhilai, and Rajnandgaon—will lead to rapid urban development and a significant upgrade in civic amenities. He reiterated the government’s commitment to fulfilling all promises made in the Atal Vishwas Patra, issued during the last urban local body elections.
CM Sai was speaking at a grand public event in Bhilai, where he inaugurated and laid foundation stones for development projects worth Rs 241.50 crore for the Bhilai Municipal Corporation. On the occasion, he also announced Rs 20 crore for the construction of a new office building for the Municipal Corporation.
“Urban Governance is Becoming Transparent and Digital” – CM Sai
Highlighting the government’s urban focus, CM Sai said,
“Urban development is a top priority for our government. We are strengthening infrastructure, improving governance, and expanding essential services across cities and towns.”
He emphasized the formation of the Department of Good Governance and Convergence, aimed at ensuring accountability, transparency, and citizen-centric administration. He further informed that the Atal Digital Seva Kendras have already been set up in 1,460 gram panchayats, and 5,000 more will be added in the next six months.
On Panchayati Raj Day (April 24, 2026), all gram panchayats in Chhattisgarh will be connected to the Atal Digital Seva Kendra scheme.

Progress on Major Welfare Schemes
CM Sai took the opportunity to highlight the achievements of his government in the past 20 months, aligned with the guarantees of Prime Minister Narendra Modi:
- 21 quintals of paddy per acre purchased at Rs 3100 per quintal
- Over 70 lakh women receiving Rs 1000/month under Mahtari Vandan Yojana
- Rs 10,000 annual aid under Deendayal Upadhyay Bhumihin Krishi Mazdoor Yojana
- 22,000+ devotees benefited from Ramlala Darshan Yojana for Ayodhya visits
Urban Development and Cleanliness Drive See Big Wins
Deputy Chief Minister Arun Saw also addressed the gathering, highlighting that Rs 7,000 crore has been sanctioned for urban development in the past year alone.
He revealed that:
- Bhilai Municipal Corporation received Rs 470 crore in the last 18 months
- The government is funding projects under the Nagarothan Yojana for well-planned development
- Seven urban bodies from Chhattisgarh won the National Swachhata Award for the first time
- 58 cities with populations under 20,000 have received national recognition for cleanliness

During the event, several beneficiaries were honored and supported:
- Cleanliness award shield presented to Councilor Smriti Dodke
- Grihapravesh certificates awarded to 9 PMAY beneficiaries
- PM Surya Ghar Yojana certificates to 3 beneficiaries
- Motorized tricycles and wheelchairs distributed to Divyangjans
- Women self-help groups received financial support
- Radharani Women SHG recognized under Women for Tree initiative
