New Delhi: Former IAS officer Subhas Chandra Lal Das (Retd. IAS:1992:AGMUT) has been appointed Chairperson of the Delhi Electricity Regulatory Commission (DERC), months after retiring from a distinguished career in the civil services.
The appointment was announced through a notification issued by the Delhi government‘s Power Department on Wednesday, September 9, 2026.
Alongside Das, Ajay Kumar Jain, a retired district judge, has been appointed Member (Legal), while Praveen Gupta, Member (Thermal) in the Central Electricity Authority, has been appointed Member (Non-Legal) of the electricity regulatory body.
The appointments fill the top leadership positions of the DERC, with the Chairperson’s post having remained vacant since July 2025, following the retirement of Justice (Retd.) Umesh Kumar.
Subhas Chandra Lal Das Appointed DERC Chairperson
The Delhi government’s Power Department issued the notification appointing Das as Chairperson under the provisions of the Government of National Capital Territory of Delhi (Amendment) Act, 2023, read with Section 84(1) of the Electricity Act, 2003.
The notification stated that, in exercise of the powers conferred under the relevant statutory provisions, the President has appointed Subhash Chandra Lal Das (Retd.) IAS (AGMUT:1992) as Chairperson of the Delhi Electricity Regulatory Commission.
Das will now head the regulatory authority responsible for overseeing and regulating the electricity sector in the National Capital Territory of Delhi.
His appointment comes only a few months after his retirement from the IAS, following a career that included several senior positions in the Delhi administration and the Government of India.

Two Members Also Appointed to DERC
The Delhi government has simultaneously appointed two members to the Commission.
Ajay Kumar Jain, a retired district judge, has been appointed Member (Legal). His judicial background is expected to bring legal and adjudicatory expertise to the regulatory body.
Praveen Gupta, who is serving as Member (Thermal) in the Central Electricity Authority, has been appointed Member (Non-Legal).
With these appointments, the DERC will have its Chairperson and two members in place after the prolonged vacancy at the top of the Commission.
DERC Chairperson’s Post Vacant Since July 2025
The Chairperson’s position at the DERC had remained vacant since July 2025, when Justice (Retd.) Umesh Kumar retired from the post.
The vacancy continued for more than a year before the latest appointment.
In May 2026, a committee was constituted by Delhi Lieutenant Governor Taranjit Singh Sandhu to select the Chairperson and two members of the Commission.
The selection process eventually culminated in the appointment of Das as Chairperson, along with Jain and Gupta as members.
Who Is Subhas Chandra Lal Das?
Subhas Chandra Lal Das is a retired 1992-batch Indian Administrative Service officer of the AGMUT cadre, comprising Arunachal Pradesh, Goa, Mizoram and Union Territories.
He retired from the IAS on April 30, 2026, after around 34 years of service.
During his long administrative career, Das served in several important positions in both the Delhi administration and the Central Government. His assignments covered finance, home affairs, petroleum and natural gas, micro, small and medium enterprises, and other areas of public administration.
His career included around 17 documented postings across six locations, according to available profiles.
Educational Background
Das has a diverse academic background spanning statistics, public management, law and public health.
He holds a B.Sc. (Hons.) in Statistics and an M.Phil. in Public Management.
He also holds an LL.M. from the University of Delhi and a Master of Public Health (M.P.H.) from Johns Hopkins University.
His multidisciplinary education has complemented a career that involved assignments across administration, finance, policy and economic sectors.
Senior Roles in Delhi Administration
During his career, Das held several senior positions in the Delhi administration.
His assignments included serving as Additional Secretary to the Lieutenant Governor of Delhi and Principal Finance Secretary, among other senior responsibilities.
His experience in financial administration and governance provided him with exposure to some of the most important policy and administrative functions of the national capital.
He also served in senior positions at the Central Government level, including as a Joint Secretary in the Ministry of Home Affairs.
Director General of Hydrocarbons
One of Das’s significant central assignments was as Director General of Hydrocarbons (DGH).
He was appointed to the position in December 2019 under the Ministry of Petroleum and Natural Gas.
As DGH chief, he was responsible for overseeing India’s upstream hydrocarbon sector, including regulatory and administrative functions associated with exploration and production activities.
His tenure at DGH was subsequently extended, allowing him to continue in the role beyond his original deputation period.
Secretary, Ministry of MSME
Das later moved to another important policy position when the Appointments Committee of the Cabinet (ACC)appointed him Secretary, Ministry of Micro, Small and Medium Enterprises (MSME) in June 2023.
He continued as MSME Secretary until his retirement from government service in April 2026.
As Secretary, he was responsible for the ministry overseeing policies and programmes concerning India’s vast micro, small and medium enterprise ecosystem.
The portfolio placed him at the centre of policy discussions relating to entrepreneurship, small businesses, manufacturing, employment generation and access to institutional support for MSMEs.
Also Held Additional Charge of Steel Ministry
In July 2024, Das was given the additional charge of Secretary, Ministry of Steel, while continuing in his primary role as Secretary, MSME.
The additional responsibility added another major economic and industrial policy portfolio to his existing assignment.
He continued to serve as Secretary, MSME and held the additional Steel responsibility before his retirement in April 2026.
Retirement After 34 Years of Service
Das formally retired from the IAS on April 30, 2026, after more than three decades in government service.
His retirement was notable within Delhi’s bureaucratic circles. According to available accounts, all 17 IAS officers of the 1992 batch who were then serving at Secretary rank in Delhi came together for his farewell.
The gathering was seen as an unusual display of camaraderie among senior bureaucrats and reflected the standing Das had built during his long career.
His retirement, however, proved to be only a brief transition away from public service, with his appointment as DERC Chairperson coming within months.
New Responsibility at Delhi’s Electricity Regulator
Das’s appointment places him at the helm of an institution with a critical role in Delhi’s power sector.
The Delhi Electricity Regulatory Commission regulates the electricity sector in the national capital and performs important functions concerning electricity tariffs, regulation and the broader functioning of the power distribution ecosystem.
With his background in public administration, finance, policy and senior-level government decision-making, Das brings extensive administrative experience to the regulatory body.
His appointment also comes at a time when electricity regulation remains closely linked to issues such as consumer interests, tariffs, distribution efficiency and the financial health of the power sector.
From Senior Bureaucrat to Electricity Regulator
Das’s appointment as DERC Chairperson marks a new phase in his public career.
After serving as a senior IAS officer in the Delhi administration and at the Centre, heading the Directorate General of Hydrocarbons, serving as MSME Secretary and holding additional charge of the Steel Ministry, he has now moved into a statutory regulatory role.
The appointment allows the retired 1992-batch officer to continue contributing to public administration after his formal retirement from the civil services.
With Ajay Kumar Jain as Member (Legal) and Praveen Gupta as Member (Non-Legal) joining him, the DERC has also received a new leadership team following the long vacancy in the Chairperson’s position.
