Gujarat is fast-tracking one of the most ambitious infrastructure projects in the country—India’s tallest government administrative building is being constructed in Surat, featuring twin towers with G+27 floors, each standing 107.6 meters tall. With over 50% of construction already completed (17 floors built), the project reflects India’s growing focus on sustainable urban development and efficient governance.
Backed by the vision of Prime Minister Mr. Narendra Modi and executed by Surat Municipal Corporation, this green infrastructure initiative aims to bring state, central, and municipal offices under one roof, improving citizen accessibility and administrative speed.
Green Technology at the Core of Surat’s Twin Towers
The towers are being built in line with Indian Green Building Council (IGBC) standards and incorporate:
- Water-saving technologies that reuse treated water from a 250 KLD STP, saving up to 35% water
- Solar panel systems that reduce electricity consumption by 6-7%
- Cyclone and earthquake-resistant structures
- Smart surveillance systems including a dedicated security-CCTV control room
These features make the towers an eco-conscious marvel, showcasing the integration of smart governance and sustainability.
Strategic Location and Better Citizen Access
The twin towers are being constructed at the site of the old sub-jail and lie adjacent to a metro railway junction under construction, enabling seamless public transport connectivity. This location will ensure:
- Efficient access for citizens to multiple administrative services
- Enhanced productivity for government employees
- A centralised hub for Surat Municipal Corporation, state, and central government offices
The four-level basement parking, podiums with libraries, meeting halls, and public seating areas will also enhance the citizen experience.
Investment and Project Execution
The project is being built at a cost of Rs. 1,586 crore (including GST) and is being developed by PSP Projects Ltd., Ahmedabad in partnership with Unique Construction, Surat.

Once completed, this will be the tallest government administrative building in India and the tallest in South Gujarat.
