Hyderabad: In a significant development in the ongoing leadership dispute at the strategic BrahMos project, the Telangana High Court on Wednesday granted interim suspension of the Central Administrative Tribunal (CAT), Hyderabad Bench’s order dated December 29, 2025, which had quashed the appointment of Dr Jaiteerth R Joshi as Director General (DG) of BrahMos.

The Division Bench, comprising Chief Justice Aparesh Kumar Singh and Justice G M Mohiuddin, directed the respondents to file their counters within four weeks. A further two weeks was allowed for filing reply counters. The matter will be listed for hearing after completion of the pleadings.
Background: The Dispute
The CAT had earlier quashed Dr Joshi’s appointment as DG of BrahMos following a petition by Dr Sivasubramaniam Nambi Naidu, who claimed eligibility for the position. However, the Union of India, represented by the Secretary, Ministry of Defence, and Dr Joshi approached the High Court to challenge the CAT’s decision.

Solicitor General of India Tushar Mehta argued before the High Court that Dr Nambi Naidu had only 17 months of residual service, whereas Dr Joshi possessed a substantially longer tenure of about six years, which is considered critical for the continuity and long-term success of the BrahMos project—a key strategic defense initiative.
The court accepted the plea and suspended the operation of the CAT order, effectively allowing Dr Joshi to continue as DG while the legal proceedings are underway.
