Hyderabad: Telangana Director General of Police (DGP) C.V. Anand, a 1991-batch Indian Police Service (IPS) officer of the Telangana cadre, launched a series of digital initiatives for the Telangana Crime Investigation Department (TG-CID) on Wednesday, October 28, aimed at improving investigative efficiency, strengthening accountability and making police services more accessible to citizens.
The initiatives include a Citizen Feedback Centre, Bharosa case-management software, the TG-CID website, a Jail Release Surveillance System (JRSS) and a Mobile Face Search application. Anand also released five volumes of Standard Operating Procedures (SOPs) to guide investigating officers handling different categories of criminal cases.
“The initiatives mark a significant step towards modernising policing in Telangana through technology aimed to make police services more transparent, accountable, efficient, strengthen public trust, equip police officers with better tools and standardised procedures to improve service delivery and investigative outcomes,” Anand said.
The new platforms address different aspects of policing, from public feedback and support for survivors to prisoner-release monitoring, facial identification and standardised investigation procedures.

The technology rollout introduces tools intended to improve coordination, strengthen investigations and enhance public access to CID information.

The key initiatives include:
- Citizen Feedback Centre (CFC): Collects feedback from people who have recently used police services.
- Bharosa software: Digitally tracks cases and support services for survivors across 35 Bharosa Centres.
- TG-CID website: Provides a public-facing digital platform for the department.
- Jail Release Surveillance System: Integrates prison and police databases to support release monitoring and information-sharing.
- Mobile Face Search application: Helps field personnel conduct facial searches for identification purposes.
Alongside these initiatives, the DGP released five volumes of investigation SOPs covering different categories of offences.
Five Volumes of SOPs to Standardise Criminal Investigations
The five SOP volumes are designed to help investigating officers follow standardised procedures and improve the quality and consistency of criminal investigations.
The manuals cover:
- Bodily offences
- Property offences
- Crimes against women and children
- Special and local laws
- Other offences
According to Anand, the SOPs are intended to strengthen investigative procedures and improve the prospects of securing convictions in criminal cases.
Standardised procedures can help officers follow consistent practices while handling evidence, documenting investigations and carrying out other investigative responsibilities.
Citizen Feedback Centre to Assess Police Service Delivery
The Telangana Police has established the Citizen Feedback Centre to obtain direct responses from people who have recently accessed police services.
The initiative covers feedback on services including:
- Filing petitions with the police.
- Registration of First Information Reports (FIRs).
- e-Challan services.
- Passport verification.
The feedback mechanism is intended to help the police understand citizens’ experiences and identify areas where service delivery may need improvement.
By collecting responses from people who have interacted with the department, the centre aims to strengthen accountability and support more responsive policing.
Bharosa Software Connects 35 Centres Through Digital Case Management
Bharosa software is a digital case-management platform designed to coordinate support for survivors through Telangana’s 35 Bharosa Centres.
The system brings case information and support services together within a unified digital framework, enabling the progress of each survivor’s case to be tracked from the initial contact to closure.
Its functions cover:
- Registration and case tracking.
- Counselling services.
- Medical assistance.
- Legal support.
- Rehabilitation services.
The platform is intended to improve coordination among the centres and make it easier to monitor the different stages of support provided to survivors.
By replacing fragmented, paper-based tracking with a centralised digital system, the initiative aims to improve case monitoring and continuity of assistance.
Jail Release Surveillance System Integrates e-Prisons With CCTNS
The Telangana Police has developed the Jail Release Surveillance System by integrating the National Informatics Centre’s (NIC) e-Prisons platform with the Crime and Criminal Tracking Network and Systems (CCTNS).
The integration is designed to strengthen information-sharing between prison authorities and police units by providing timely information about prisoner releases.
The system includes several features:
- Automated release monitoring: Tracks prisoner-release information through integrated digital records.
- SMS alerts: Sends notifications to the relevant police stations and officers.
- Statewide dashboards: Provides a consolidated view of information for monitoring and coordination.
- AI-based analytics: Supports the analysis of available data.
- Prisoner-search facilities: Helps officers access relevant information for investigative purposes.
The DGP said, “Through automated data synchronisation and crime classification, JRSS strengthens investigative support, facilitates the identification of criminal networks, and promotes proactive, intelligence-driven policing across Telangana.”
The system is intended to support investigations and improve coordination between police stations and prison authorities. Its stated purpose is to provide officers with timely information and tools that can assist intelligence-led policing.
Mobile Face Search App Delivers Matches in About 15 Seconds
The Mobile Face Search application is an Android-based tool supported by a database containing more than 9.8 lakh photographs.
According to the announcement, the application can deliver facial-matching results in approximately 15 seconds, allowing police personnel to conduct identification checks more quickly in the field.
The tool is intended to assist in identifying:
- Suspects during investigations.
- Missing persons.
- Deceased persons whose identities need to be established.
- Unidentified bodies.
The application is designed to support field verification and investigative work by enabling officers to search the available photograph database.
The announcement did not provide details about the system’s accuracy rates, access controls or procedures for handling incorrect matches. Facial matches should therefore be understood as investigative leads rather than, by themselves, conclusive proof of identity or involvement in an offence.
TG-CID Website Opens to the Public
The department’s official website, “cid.tspolice.gov.in”, has also been made available to the public as part of the digital rollout.
Anand said, “Whereas the TG-CID https://cid.tspolice.gov.in/ is now available to the public, marking an important step towards the digital transformation and modernisation of the CID.”
The website forms part of the department’s broader effort to strengthen its digital presence and improve public access to information about the CID.
Senior Police Officials Attend Launch
Several senior officers attended the launch programme, including:
- Mahesh Bhagwat (IPS: 1995: TG), DG (Law and Order).
- Charu Sinha (IPS: 1996: TG), DG (CID).
- Akun Sabharwal (IPS: 2001: TG), Additional Director General of Police.
- Gajarao Bhupal (IPS: 2008: TG), Inspector General of Police (P&L).

- Vishwajit Kampati (IPS: 2013: TG), Rupesh, Praveen Kumar, Mallareddy, Balakoti and Srinivas, Superintendents of Police.
The initiatives reflect Telangana Police’s stated focus on technology-enabled investigations, citizen feedback, survivor support and improved coordination between law-enforcement agencies. Their practical impact will depend on implementation, consistent use by personnel and the effectiveness of safeguards governing sensitive information.
